Prohibits the sale of electric assisted bicycles unless the packaging contains a notice stating that the operation of such electric assisted bicycle on any public highway, road or sidewalk may be unlawful.
Establishes bicycle with electric assist safety courses; requires purchasers of bicycles with electric assist to provide a bicycle with electric assist safety certificate at the time of purchase; requires operators of bicycles with electric assist to carry identification when operating such bicycles.

Authorizes the use of class one bicycles with electric assist on certain preserves, parks, and other state lands that the department of environmental conservation has authorized the use of bicycles without electric assist; provides that such class one e-bikes be authorized for such use in the same locations and manner as such bicycles without electric assist are authorized to be used.
Requires bicycles with electric assist and electric scooters to be registered with the department of motor vehicles and have a license plate affixed to such bicycle with electric assist or electric scooter.
