Authorizes political subdivisions to establish demonstration programs implementing railroad grade crossing monitoring systems by means of photo devices.
Authorizes a municipality to adopt a local law or ordinance to establish a program imposing monetary liability on the owner of a vehicle for failure of an operator to install and operate stop sign and pedestrian crossing photo violation monitoring systems.
Requires whenever any person driving a vehicle approaches a railroad grade crossing where there is on-track equipment, the driver of such vehicle shall stop not less than fifteen feet from the nearest rail of such railroad, and shall not proceed until they can do so safely.
