Relates to establishing speed limits in cities with populations in excess of one million people by easing restrictions so cities can establish speed limits below twenty miles per hour.
Reduces the speed for owner liability for failure of operator to comply with certain posted maximum speed limits to more than seven miles per hour over such posted maximum speed limits.
Requires all persons in a city having a population of one million or more operating a bicycle, electric bicycle or electric scooter to wear a helmet; imposes a civil penalty for violation of such requirement.
A bill for an act relating to speed limits, including the speed limit in school districts and the penalty for speeding in excess of twenty miles per hour over the limit.(See HF 2496.)
