Designates a society for the prevention of cruelty to animals as a qualified agency for the purpose of allowing access to the division of criminal justice services central data facility which contains criminal records, personal appearance date, fingerprints, photographs, handwriting samples and other information.
An Act to authorize the issuance of special license plates for supporters of the Richmond Society for the Prevention of Cruelty to Animals (SPCA) bearing the legend SAVING LIVES TOGETHER; fees.
Requires the inclusion of local and municipal animal shelters, any duly incorporated society for the prevention of cruelty to animals and veterinary services when establishing local comprehensive emergency management plans; requires that information to the public include the communication accommodation needs of persons with vision or hearing impairments and information on which temporary housing and other necessary facilities are designated as animal-friendly.

Establishes criminal offenses related to cruelty to and the killing of animals; provides for enhanced sentencing and victim statements; requires landlords to check the animal abuser registry; establishes the New York state animal abuser registry; makes conforming changes; repeals provisions relating to aggravated cruelty to animals.
