Requires the definition of "minority" to include "people with disabilities" pursuant to the Human Rights law in order for such people with disabilities to be eligible for state contract set asides.
Expands the use of body scanners to facilities operated by the office of mental health and the office for people with developmental disabilities; establishes alternative methods of screening.
Relates to employment of persons and veterans with disabilities by the state; provides up to five thousand positions may be filled by persons with a physical or mental disability and up to two thousand positions may be filled by disabled veterans and veterans with disabilities.
