Removes certain residential programs, residential facilities and child care institutions from the definition of the term "youth shelter" for purposes of the education of persons in youth shelters.
Requires the office of children and family services certify certain detention facilities for youths and promulgate regulations for certain detention facilities for youths.
Relates to the definition of portable temporary shelters for the purposes of prohibitions on the manufacture or sale of products containing highly flammable materials.
Clarifies the responsibility of school districts for certain temporary-resident preschool children with disabilities who are in foster care, are homeless or are in residential care.
