Creates a veterans' clearinghouse for purposes of identifying veterans eligible for benefits; requires the division of veterans' affairs to enter into a memorandum of understanding with the US department of veterans' affairs that allows sharing of information; requires entities of the state and political subdivisions thereof to report information regarding veterans receiving aid to the clearinghouse; provides that such entities make such reports on a quarterly basis; provides that disclosure of any information held by the clearinghouse comply with article 6-A of the public officers law; provides that collection and maintenance of such information comply with HIPAA; provides that the director of veterans' affairs shall promulgate rules and regulations to implement the clearinghouse.
Requires the department of veterans' services to obtain information from the United States department of veterans affairs related to the county of residence of New York state veterans discharged from active service, in which county such veterans reside, and transfer such information to the appropriate county veteran service agency.
Establishes a voluntary veterans' registry for the purpose of providing information on federal, state, and local governmental benefits, programs, and services available to veterans, and to link veterans with resources that can provide assistance.
Directs the department of veterans' services and the department of economic development to make available on their website information about federal and state programs available to businesses that employ veterans.
Requires the department of veterans' services to provide information on the department's website on volunteer opportunities available to veterans and to post relevant application forms that a qualified veteran can use to apply for volunteer opportunities.
Repealing expired programs within the Department of Veterans Affairs; definition, terminology, and grammatical changes for the Department of Veterans Affairs, mental health services for post-traumatic stress disorder; reporting on rules proposed by the Department of Veterans Affairs; asset calculation for determining eligibility for veterans assistance payments; and deceased veterans’ graves (suggested as remedial legislation by the Department of Veterans Affairs).
