Enacts the "homeowner defense and anti-deed theft act" in relation to establishing a homeowner defense and anti-deed theft program within the department of state for the purpose of defending homeowners against deed theft; establishes the county recording modernization fund and the title defense litigation fund.
Extends provisions relating to establishing the New York city musical and theatrical production tax credit and establishing the New York state council on the arts cultural program fund; relates to the New York city musical and theatrical production tax credit.
In miscellaneous provisions relating to public safety, establishing the Train Derailment Emergency Grant Program and Train Derailment Emergency Grant Fund.
