Requires cities that fluoridate public water supplies to comply with certain provisions of law relating to fluoridation, and to publish a notice in local newspapers and on the city's website and social media pages at least ninety days prior to discontinuing such fluoridation.

Provides that in the siting of new electric transmission facilities, priority shall be given to major electric transmission facilities that are proposed to be sited in existing rights-of-way including those owned by an electric corporation or distribution utility, or by the state, including any subdivision thereof, or a state public authority, for state highway or transportation purposes, and railroad corridors.
Directs the department of public service to promulgate rules, regulations and model policies regarding setback requirements for the siting of battery energy storage systems; requires minimum setback requirements for commercial energy storage systems, with a capacity of three megawatts or greater, of no less than seven hundred fifty feet from residential property and no less than three hundred feet from residential property located in a city with a population of one million or more inhabitants; requires public hearings prior to the approval of an application for a permit for such systems.
Requires underground structural assessment prior to commencing public highway or public transportation projects within close proximity to operating or retired mines.
