Relates to increasing the class for certain vehicular crimes and enacting Kane's law; increases the class of vehicular manslaughter in the first and second degrees, aggravated vehicular homicide, and aggravated unlicensed operation in the first degree.
Requires lifetime post-release supervision for offenders convicted of rape in the first degree, criminal sexual act in the first degree, aggravated sexual abuse in the first degree, course of sexual conduct against a child in the first and second degrees or sexual abuse in the first degree when the other person is less than eleven years old; prohibits good behavior allowances against a determinate sentence for a person convicted of any such crimes.
Increases the penalties for leaving the scene of an accident involving an electric scooter without reporting in the first and second degrees; creates the offenses of leaving the scene of an accident involving a bicycle with electric assist without reporting in the first and second degrees.
Establishes the community disaster relief and recovery act which will create an emergency assistance program for undocumented individuals impacted by a natural disaster.
Authorizes the chief executive of a responding law enforcement agency to designate an area within a municipality as an active recovery zone in response to certain natural or man-made disasters or emergencies; limits access to such zones to residents and other affected persons, first responders, and certain authorized personnel; imposes a penalty of a class B misdemeanor for knowing unauthorized access to such zones; makes related provisions.
Increases the penalties for promoting prison contraband in the first and second degrees; requires that each state correctional facility use body imaging scanning for all incarcerated individuals and visitors entering such facility; requires state correctional facilities to use trained canines to screen for contraband at the entrance of each facility.
Includes aggravated threat of mass harm, making a threat of mass harm, aggravated harassment in the second degree, harassment in the first degree, menacing in the third degree, menacing in the second degree, menacing in the first degree, and aggravated harassment in the first degree in being eligible for bail; makes aggravated threat of mass harm and making a threat of mass harm eligible to be considered hate crimes; increases the penalties for aggravated threat of mass harm and making a threat of mass harm.
