Prohibits safety and emission inspections for new motor vehicles that are sold or transferred until the third year after the initial inspection by a dealer.
Enacts the "minivan passenger safety and DOT inspection act" in relation to requiring department of transportation inspection of minivans used for the purpose of transporting passengers for compensation.
Enacts the "in-route safety inspection for motor coach vehicles act"; establishes a framework for mandatory in-route inspections for motor coach vehicles carrying 16 or more passengers to reduce the risk of accidents and enhance operational oversight.
Imposes a special tax of three-tenths of one percent or one dollar, whichever is greater, on the receipts from the sale of art, antique furniture or antique jewelry at auction; establishes the art education fund to provide assistance for art education and art supplies at the kindergarten through twelfth grade levels at Title I public schools.
