Allows certain non-ambulatory persons who are permanently disabled and require the use of a wheelchair to have free use of any of the public campsites, parks and other public places of recreation in this state.
Authorizes people who transport a severely disabled person as an eligible person to receive disabled person plates; defines who qualifies as eligible persons.
Authorizes peace officers to seize certain e-bikes which are being operated outside the city of New York; establishes fines and fees for persons who unlawfully operate e-bikes outside the city of New York.
