Provides that the attorney general, in consultation with the adjutant general and the chair of the board of trustees of the New York interest on lawyer account fund, establish a military pro bono program to provide legal assistance without charge to those in active military service of the United States and those military personnel who have been deployed for active duty other than training, and their family members domiciled or stationed in the state; makes related provisions.

Establishes an active military service travel tax credit for New York domiciled active-duty military members for the cost of their airfare when they travel back home to the state.

In Department of Military and Veterans Affairs, repealing provisions relating to advisory councils for veterans' homes; in the Adjutant General, further providing for general powers and duties of Adjutant General; in State Veterans' Commission and Deputy Adjutant General for Veterans' Affairs, repealing provisions relating to veterans' home hall of fame; and providing for State veterans' homes and establishing the State Veterans' Home Board.
Requesting Each Branch Of The United States Military In The State To Provide Shelters That Can Withstand Hurricanes With Winds Of Over Two Hundred Miles-per-hour For All Of Their Active And Retired Personnel And Families Living In The State.
