Implements the "New York State Build Public Renewables Act"; requires the New York power authority to provide only renewable energy and power to customers; requires such authority to be the sole provider of energy to all state owned and municipal properties; requires certain New York power authority projects and programs pay a prevailing wage and utilize project labor agreements.
Directs the New York state energy resource and development authority, in collaboration with the New York state thruway authority, the department of transportation, and the New York power authority, to conduct a feasibility study on installing solar panels and other renewable energy systems along state highways and to submit a report relating thereto.
Enacts the "renewable energy project labor agreement act" in relation to requiring project labor agreements for renewable energy projects receiving state support; provides for the repeal of certain provisions upon expiration thereof.
