Imposes a commercial vacancy tax on vacant or abandoned commercial storefronts located in a city with a population of one million or more of one percent of the assessed value of the property.
Authorizes land banks to lend money, to make grants and take and hold real and personal property as security for the payment of funds so loaned or for the performance and enforcement of grant agreements.
Provides that acting on behalf of a foreign government shall be an element of certain crimes including coercion in the first degree, kidnapping in the first degree, stalking in the first degree, assault in the first degree, computer trespass, and aggravated harassment in the first degree.
Enacts the voter registration integrity act; requires a birth certificate, passport, certificate of naturalization or citizenship, evidence of New York state residency, or any other documentation that the board of elections determines establishes United States citizenship.
Authorizes municipalities to adopt a local law, ordinance or resolution providing for a sales tax exemption for clothing and footwear after March 1, 2023 and no later than August 1, 2023; provides for the repeal of such provisions on January 1, 2024.
Requires insurance policies to provide coverage for services related to the diagnosis and treatment of mental, nervous or emotional disorders or ailments; makes related provisions.
Requires cultural awareness and competence training for medical professionals, including two hours of course work or training encompassing minority healthcare issues; provides an exemption for certain individuals; requires hospitals and facilities to request documentation of the completion of training from employees and prospective employees.
Provides that the tax imposed upon the sales on goods or services purchased from businesses which employ twenty or less persons, are resident in this state, are independently owned and operated and not dominant in their field shall be two percent.
Requires the commissioner of education to make recommendations to the board of regents relating to adjusting curricula for social studies, economics, geography, and government classes to include climate change education.
