Requires owners of multiple dwellings in cities with a population of one million or more to designate a secure, locked, monitored space, accessible only to staff, residents, or delivery people, for packages to be delivered to.
Directs the department of state to study, evaluate and make recommendations concerning safety standards at baseball stadiums to determine whether the protective netting currently in use at baseball stadiums is sufficient to protect spectators during baseball games.
Lowers the voting age to 16 years; requires that students receive education in civics and be given the opportunity to register to vote in the classroom.
Requires notaries public and commissioners of deeds to complete and retain certain documents relating to the transfer of residential real property; relates to forgery and offering a false document concerning residential real property.
Directs the New York State Department of Transportation, in conjunction with the New York State Energy Research and Development Authority and the New York Power Authority, to promulgate rules and regulations for the standardization of public charging stations for electric vehicles.
Relates to responsibility for cable bills after a disconnection or downgrade in service; provides that customers requesting a disconnection or downgrade in service shall only be liable for services incurred up to the date the disconnection or downgrade is effective.
Authorizes workers' compensation claimants to use any in-state pharmacy that is registered with the education department, though an employer or insurance carrier may encourage use of a pharmacy with which it has a contract; provides that a workers' compensation carrier shall not be liable for charges from any out-of-state pharmacy or for any extemporaneous compound medication that has by been approved by the Food and Drug Administration.
Provides that if any employee, engaged in the service of any commuter rail service owned or operated by the authority or its subsidiaries, shall suffer a physical and/or mental injury that is caused by a passenger, customer or member of the public while the employee is performing an assigned duty, the employer shall be held liable for any health care costs attributable to such injury; makes related provisions.
Relates to owner liability for failure of operators to comply with toll collection regulations; requires public authorities to send a notice to owners upon incurring an obligation to pay a toll; provides for the adjudication of such liability and defenses to an allegation of liability; repeals certain provisions of law relating thereto.
