Relates to the retirement of Nassau county 911 operators; provides an optional twenty-five year retirement plan for the positions of county police communications operator, police communications operator supervisor, assistant bureau director (police 911 communications), bureau director (police 911 communications), fire tech I, fire tech II and fire tech III in the county of Nassau.
Authorizes retired firefighters to be employed as fire science instructors by career and technical education centers without a reduction of their retirement benefits.
Prohibits health insurers, health care plans and HMOs from requiring prior authorization for pre-exposure prophylaxis used to prevent HIV infection, provided that the health insurer, health care plan or HMO can confirm that the insured prescribed pre-exposure prophylaxis has tested negative for HIV within the previous one hundred and twenty days.
Requires every department, bureau, board, commission, authority, or any other agency or instrumentality of the state, when relying on statistics in planning, policy enforcement and reporting, to base such planning, policy enforcement and reporting on the worst-case scenario.
Requires mental health services for incarcerated individuals with mental health issues related to the trauma of incarceration upon reentry and reintegration into society upon release.
Includes certain lands used in single operation for the production of tree nuts in the definition of agricultural land; includes tree nuts in the definition of fruits.
Establishes the New York state preceptor stipend program to be administered by the office of the professions, under which qualified preceptor clinicians shall receive a $5,000 stipend; provides for such funds to be distributed from the office of the professions account.
Allows persons in parental relation to a child to choose to immunize such child and requires a person to submit a form to such child's school when such person wishes not to administer an immunization to such child.
Excludes expenditures for medical care not covered by insurance from the definition of "income" for the purpose of a real property tax abatement for rent-controlled and rent regulated property occupied by senior citizens.
Relates to the state greenhouse gas emission accounting system; aligns the state accounting system with the Intergovernmental Panel on Climate Change (IPCC) accounting system.
Enacts the "freelance isn't free act"; provides for the payment of freelance workers as independent contractors, including requiring written contracts; timely payment of compensation and handling controversies relating to payment, complaint procedures, and penalties; excludes construction contracts.
Establishes a private right of action for tenants alleging a failure to keep and maintain self-closing doors; allows for a court to award compensatory damages, reasonable attorney's fees and court costs and issue an order to the owner of the building to remedy any issue with such doors.
