Establishes a ranked choice voting method for presidential elections whereby voters rank candidates according to the order of their choice and, if no candidate has received a majority of votes, the candidate with the fewest first choice votes is eliminated and the remaining candidates advance to another counting round until a winner is determined.
Requires 45 hours of mandatory continuing education in a three year period for registered professional nurses; permits exemptions for illness, military duty and nurses who are not engaged in the practice.
Relates to the transparency and quality of care of operators of adult care facilities; requires certain applicants for adult care facilities to provide an opportunity for public comment on the application.

Establishes the small rental housing development initiative to provide funding to eligible applicants to construct small rental housing developments in eligible areas.
Implements escalating penalties for vehicles which have been documented multiple times by a photo violation monitoring device for failure to comply with traffic-control indications up to a suspension of a vehicle's registration.
Authorizes emergency medical technicians to administer certain vaccines pursuant to non-patient specific orders and under the authority of an emergency medical services director after receiving appropriate training; authorizes physicians and certified nurse practitioners to prescribe and order a non-patient specific order to an emergency medical technician to administer certain vaccines; provides for the repeal of such provisions upon the expiration thereof.
