Establishes a farmers' bill of rights; specifies prohibited unfair trade practices which have the purpose of intentionally impairing a producer's freedom to bargain collectively with other producers in the marketing of the producer's product; provides that the commissioner of the department of agriculture and markets shall take action to restrain such violations upon the application of an association of producers; increases the limit on damages for encouraging or permitting delivery of products in violation of marketing agreements.
Creates a banking development district working group to assess the banking development district program and provide an annual report to the governor and legislature on the strengths and weaknesses of such program; defines unbanked and underbanked.
Establishes a no fare program for transportation on the Long Island Rail Road for duly enrolled members of the auxiliary police for the county of Nassau and Nassau county villages and cities.
Provides the liquor authority the ability to set the duration of brewer's licenses, farm brewery licenses and restaurant-brewer licenses to three years.
Classifies possession of substances containing fentanyl, carfentanyl, or analogs thereof as criminal possession of a controlled substance in the fifth degree.
Requires the appointment of an independent fiduciary upon the closing of a charter school to develop and implement the dissolution plan of such charter school, including the distribution of assets.
Creates a fifteen member sustainable development task force to study the feasibility of adopting a goal oriented and performance based regulatory system to achieve the goal of sustainable development in the state; sets forth certain goals and makes provision for organization of the task force.
Authorizes the commissioner of health to extend the certification of any emergency medical technician, advanced emergency medical technician or certified first responder who could not become recertified due to an illness or medical condition.
Relates to allowing for municipal enforcement of the New York state uniform fire prevention and building code and to the disbursement of intervenor funds under the major renewable energy development program; add compliance filings as a basis for receiving intervenor funds; provides reimbursement for pre-application activities.
Relates to the treatment of domestic violence victims and documentation of injury and evidence; provides the type of evidence to be collected and maintained; provides that the office of victim services shall cover the costs of the domestic violence forensic exam; makes related provisions.
