AN ACT relating to health care; requiring the administrators of certain senior living facilities to ensure that such a senior living facility is equipped with a functional ventilation system; establishing requirements governing the detection of carbon dioxide at such a senior living facility; establishing requirements for the assessment of and any repair, upgrade or installation to heating, ventilation and air-conditioning systems at such senior living facilities; requiring certain personnel to complete and review an assessment report on such a ventilation system; requiring the administrators of certain senior living facilities to prepare a report on work performed on such a ventilation system; providing that such a report is a public record; and providing other matters properly relating thereto.

AN ACT relating to health care; revising provisions concerning medical certificates of death relating to a person who self-administers a medication that is designed to end his or her life; authorizing a physician or advanced practice registered nurse to prescribe a medication that is designed to end the life of a patient under certain circumstances; prohibiting persons other than a patient from administering a medication that is designed to end the life of the patient; imposing requirements on certain providers of health care and health care facilities relating to the records of a patient who requests a medication that is designed to end his or her life; providing immunity to certain providers of health care and health care facilities that take certain actions relating to prescribing or dispensing a medication that is designed to end the life of a patient; authorizing the owner or operator of a health care facility to prohibit certain persons from providing certain services relating to a medication that is designed to end the life of a patient; prohibiting a person from conditioning provisions of a will, contract, agreement or policy of life insurance on the request for or acquisition or administration of a medication that is designed to end the life of the person; prohibiting a person from denying benefits under a policy of life insurance to or imposing additional charges against a policyholder or beneficiary because the insured requested or revoked a request for a medication that is designed to end the life of the person; and providing other matters properly relating thereto.

AN ACT relating to offenders; allowing certain offenders to have credits deducted from the minimum term or minimum aggregate term imposed by a sentence; and providing other matters properly relating thereto.

AN ACT relating to state purchasing; requiring, to the extent practicable, certain state agencies to give preference to the purchase of certain vehicles and fuels; and providing other matters properly relating thereto.

AN ACT relating to regional planning; eliminating, in certain counties, the requirement for a regional transportation commission and a local air pollution control board to consult with a regional planning coalition on certain plans, policies and programs and conduct certain hearings; authorizing, rather than requiring, the establishment of a regional planning coalition in certain counties; revising the authority, powers and duties of such a regional planning coalition; and providing other matters properly relating thereto.

AN ACT relating to towns; eliminating the requirement that a member of a citizens' advisory council of a town or certain town advisory boards be a qualified elector; and providing other matters properly relating thereto.

AN ACT relating to domestic partnerships; clarifying provisions governing the termination of a domestic partnership upon the death of either domestic partner; and providing other matters properly relating thereto.

AN ACT relating to fireworks; requiring the Secretary of State to provide for the submission to the voters of an advisory question on the ballot for the general election to be held on November 5, 2024, asking voters in this State whether the Legislature shall direct the State Fire Marshal to regulate the sale and use of fireworks statewide; and providing other matters properly relating thereto.

AN ACT relating to alcoholic beverages; authorizing certain wineries to sell wine at one additional location other than its premises; revising provisions governing the amount of wine that may be sold by certain wineries each calendar year; authorizing the State Board of Agriculture to adopt regulations creating a certification for certain wine; revising procedures for the imposition of certain disciplinary action against a person who holds a license to engage in certain activities related to alcohol; and providing other matters properly relating thereto.

AN ACT relating to education; requiring a school district that operates a behavior school to dedicate a certain amount of money to the behavior school; authorizing a school district to deduct money that is dedicated to a behavior school from certain funding for public schools; and providing other matters properly relating thereto.

AN ACT relating to insurance; requiring certain plans of health insurance to reimburse a psychologist for certain services rendered by a registered psychological assistant, psychological intern or psychological trainee under the supervision of the psychologist; and providing other matters properly relating thereto.

AN ACT relating to education; requiring the reporting of certain information relating to class time used for examinations and assessments; requiring the Department of Education to adopt regulations limiting the amount of time used to prepare for and conduct certain examinations and assessments; and providing other matters properly relating thereto.

Urging the Federal Government to use Yucca Mountain for the development and storage of renewable energy.

AN ACT relating to mortgage companies; authorizing an employee of a mortgage company, including a mortgage loan originator employed by or associated with the mortgage company, to conduct the business of the mortgage company at a remote location under certain circumstances; setting forth certain requirements and restrictions concerning the conducting of the business of a mortgage company at a remote location; requiring the Commissioner of Mortgage Lending to adopt certain regulations; and providing other matters properly relating thereto.

AN ACT relating to health care; prohibiting certain actions related to pricing and reimbursement for certain drugs; creating a cause of action for violating such prohibitions; and providing other matters properly relating thereto.
