AN ACT relating to collection agencies; requiring a collection agency to display certain information on the Internet website of the collection agency; authorizing a collection agent to work from a remote location under certain circumstances; revising certain terminology related to collection agencies; revising the entities required to obtain a license as a collection agency and the circumstances under which such a license is required; revising provisions governing certain records and an application for and the issuance of a license as a collection agency; revising the frequency of the determination of the amount of the bond or substitute for a bond that a collection agency is required to maintain; eliminating certain examinations; removing a requirement that a collection agency obtain a permit for a branch office; revising provisions relating to the application and issuance of a compliance manager's certificate; prohibiting the compliance manager of a collection agency from being simultaneously employed by another collection agency or exempt entity as a compliance manager; exempting certain debt buyers from certain provisions governing collection agencies; revising provisions related to certain annual reports; prohibiting certain actions by a collection agency, compliance manager or collection agent; repealing certain provisions governing foreign collection agencies and certificates; providing a penalty; and providing other matters properly relating thereto.

AN ACT relating to state finances; revising the maximum balance authorized in the Account to Stabilize the Operation of the State Government by basing the maximum amount on the appropriations for the biennium rather than the appropriations for the fiscal year; and providing other matters properly relating thereto.

AN ACT relating to elections; establishing procedures for the use of absent ballots in an election; requiring, with certain exceptions, proof of identity for voting in person; requiring the Department of Motor Vehicles, under certain circumstances, to issue identification cards at no charge; requiring a voter to include certain personal identifying information with his or her absent ballot; prohibiting, with certain exceptions, a person from returning an absent ballot on behalf of a voter; repealing provisions that require county and city clerks to prepare and distribute mail ballots to certain registered voters for every election; repealing provisions relating to voting, collecting, verifying and counting mail ballots; providing penalties; and providing other matters properly relating thereto.

AN ACT relating to health care; requiring a custodian of health care records to furnish health care records electronically under certain circumstances; prohibiting a custodian of health care records from charging a fee that exceeds a certain amount to furnish health care records electronically if the health care records are maintained electronically; authorizing a person to disclose the genetic information of another person in accordance with certain federal law; revising the circumstances under which a physician is authorized to prescribe or recommend and a manufacturer is authorized to provide or make available an investigational drug, biological product or device; authorizing a physician to prescribe or recommend an individualized investigational treatment under certain circumstances; requiring the reporting of certain information concerning individualized investigational treatments and investigational drugs, biological products and devices to certain governmental entities; revising the method by which a collection agency must notify a medical debtor before taking any action to collect a medical debt; authorizing a manufacturer to provide or make available an individualized investigational treatment to a patient under certain circumstances; authorizing the imposition of administrative penalties for certain violations; prohibiting an officer, employee or agent of this State from preventing or attempting to prevent a patient from accessing an individualized investigational treatment; requiring an insurer, third-party administrator or employer to furnish health care records in certain circumstances; prescribing the maximum amount of any fee charged to furnish health care records in those circumstances; providing a penalty; and providing other matters properly relating thereto.

AN ACT relating to state business licenses; requiring the Secretary of State to waive the fees charged for the issuance and renewal of a state business license for certain veteran-owned businesses; and providing other matters properly relating thereto.

AN ACT relating to education; requiring a school district that employs certain visa holders as teachers to conduct an orientation and certain meetings to aid the holders of the visas and their accompanying spouses and dependents in transitioning to employment in the school district and life in the community; prohibiting a school district from contracting or partnering with persons or entities who charge more than a certain amount of fees and costs related to the employment of such visa holders; requiring the Joint Interim Standing Committee on Education to conduct an interim study on the employment of certain federal visa holders as teachers; and providing other matters properly relating thereto.

AN ACT relating to governmental administration; requiring, with certain exceptions, a governmental entity to keep confidential certain personal information regarding donors, members or volunteers of a nonprofit organization; prohibiting, with certain exceptions, a governmental entity from requesting or releasing certain personal information regarding donors, members or volunteers of a nonprofit organization; making an appropriation to the Interim Finance Committee for allocation to the Office of the Attorney General to fund certain positions; providing a penalty; and providing other matters properly relating thereto.

AN ACT relating to water; revising provisions governing an application for a temporary change relating to water already appropriated; and providing other matters properly relating thereto.

AN ACT relating to offenders; defining certain terms relating to the housing of offenders; requiring the Director of the Department of Corrections to adopt certain regulations relating to solitary confinement; prohibiting the Department from placing an offender in solitary confinement under certain circumstances; providing that an offender is entitled to certain privileges while placed in solitary confinement; requiring the Department to ensure that an offender placed in solitary confinement receives a daily health and wellness check; providing procedures for the removal of an offender from solitary confinement; requiring certain training for staff who work in units used for solitary confinement; requiring the Department to submit a report concerning the use of solitary confinement to the Joint Interim Standing Committee on the Judiciary or the Legislature; limiting the number of days that an offender may be placed in disciplinary segregation; and providing other matters properly relating thereto.

AN ACT relating to offenders; revising provisions relating to the assignment of certain offenders to an institution or facility of minimum security; and providing other matters properly relating thereto.

AN ACT relating to economic development; authorizing investments to be made in impact qualified community development entities in exchange for certain tax credits; authorizing an additional amount of investments to be made in qualified community development entities in exchange for certain tax credits; making an appropriation; and providing other matters properly relating thereto.

AN ACT relating to education; removing certain requirements for the use of restorative disciplinary practices in public schools; requiring certain schools to provide a progressive discipline plan based on restorative justice to certain pupils; revising provisions governing the development of a plan of discipline by the board of trustees of a school district or governing body of a charter school or university school for profoundly gifted pupils; revising provisions governing age and certain other requirements for the suspension, expulsion and permanent expulsion of pupils; requiring the provision and reporting of a plan to provide education services to certain pupils; revising provisions governing the reporting of certain data concerning discipline of pupils; and providing other matters properly relating thereto.

AN ACT relating to health care; requiring the Division of Public and Behavioral Health of the Department of Health and Human Services to include certain information relating to multiple sclerosis on an Internet website; requiring the Governor to annually proclaim the third week in March as Multiple Sclerosis Awareness Week; and providing other matters properly relating thereto.
