The bill also requires pilot wave and tidal energy projects to be authorized and included in the study and final report. Within three months of enactment, the BPU President and DEP Commissioner must submit a report to the Governor and Legislature with findings and recommendations, including a strategic deployment plan with wave and/or tidal energy generation goals for 2030, 2040, and 2050. The first update to the Energy Master Plan after enactment must incorporate that strategic plan and, where practicable, its generation targets. The BPU is then directed to continue facilitating pilot and new projects, support job creation, public education, and coordinate with federal and state agencies on leasing and permitting.
