"Disaster Victims Protection Act"; requires Governor to allocate federal and State disaster aid to municipalities in proportion to amount of catastrophic physical damage sustained within each municipality.
Requires public and nonpublic schools with lunch programs to provide free lunch to increasing numbers of income-eligible students and, after five-year phase-in, to provide free lunch to all students, regardless of income or federal eligibility.
Removes requirement that certain government officers disclose the address of their home or secondary residence, or that of their immediate family on financial disclosure statements.
Requires State-chartered financial institutions to increase minimum reserve balances by five times amount of previous year's losses relating to fraud and theft.
Establishes New Jersey Revenue Advisory Board; modifies executive State budget presentation; updates State revenue and expenditure reporting and disclosure requirements; and requires annual State financial stress testing.
