Establishes rock quarry blasting liability and insurance requirements, dedicated and revolving compensation fund, and tax-based funding mechanism, to facilitate reimbursement of costs expended, by eligible individuals, in remediating certain blasting-related damages.
Requires Division of Children's System of Care to make changes to certain polices regarding the provision of family support and respite care services for certain eligible individuals.
Enhances enforcement authority over developmental disability service providers; establishes "Residential Facility Quality of Care Improvement Fund" in DHS.
