Directs Secretary of Higher Education to conduct study to determine extent and cause of outmigration of high school graduates to out-of-State colleges.
Requires transfer of certain excess animal control funds to prosecutors, municipalities, police departments, and Police Training Commission for enforcement of animal cruelty laws and training humane law enforcement officers.
Requires Petroleum Products Gross Receipts Tax rate reduction if certain Legislative action is taken that includes increases in other State tax rates and revenue; dedicates revenues from certain sales and use tax increases to "Transportation Trust Fund Account."
Establishes "Electric Vehicle Battery Repurposing Fund" to support repurposing, remanufacturing, and recycling of electric vehicle batteries; dedicates amounts based on certain sales of electric vehicles.
"Protecting Against Forever Chemicals Act"; establishes requirements, prohibitions, and programs for regulation of perfluoroalkyl and polyfluoroalkyl substances (PFAS).
