Establishes "Electric Vehicle Battery Recycling Task Force" to study ways to safely store, reuse, recycle, and dispose of used electric vehicle batteries.
Requires electric utilities to prepare tariffs for commercial customers, and prohibits certain charges by electric utility to operators of certain electric vehicle charging facilities prior to BPU approval of tariff.
Requires Commissioner of Education to receive approval from State Board of Education prior to imposing new standardized assessment requirement on public schools.
