Requires all counties to establish mosquito control commissions and report certain mosquito control activities to State Mosquito Control Commission; requires State Mosquito Control Commission to develop guidelines to aid county commissions.
Requires any increase in local government costs for employee health care and prescription benefits coverage be offset by equivalent increase in municipal energy tax receipts property tax relief aid.
Deactivates certain committees, councils, panels, and task forces of advisory or temporary nature if entity does not meet or have quorum at least once every year.
