An Act To Amend Section 37-11-85, Mississippi Code Of 1972, To Define "high-needs School" For Purposes Of Prioritizing Funding For Implementing Cardiac Emergency Response Plans (cerps); To Amend Section 37-11-87, Mississippi Code Of 1972, To Provide That Cerps Shall Encompass Athletic Venue Grounds, And That An Automated External Defibrillator (aed) Shall Be Placed Within Three Minutes Of Each School Athletic Venue; To Create New Section 37-11-89, Mississippi Code Of 1972, To Direct The State Department Of Education To Designate $2,499,000.00 To Aid In Implementing Cerps; To Specify That Funding Shall Be Used For Activities And Equipment Promoting Cerp Preparedness In Schools, And That High-needs Schools Shall Be Given Funding Priority; To Authorize The Department Of Education To Establish A Procedure For Monitoring School Compliance With Funding Requirements; To Authorize Schools To Accept Gifts, Grants And Donations For The Purchase Of Aeds That Meet The Standards Established By The United States Food And Drug Administration, And For The Costs Incurred In Inspecting And Maintaining, And Training Staff In The Use Of, Such Devices; And For Related Purposes.

An Act To Authorize The Department Of Archives And History To Acquire The Cellular Tower And Associated Equipment Owned By The City Of Jackson Currently Located On North Street Between Amite And Mississippi Streets; To Authorize The Department To Direct The Construction Of A Cellular Tower On A Portion Of The Property Of The State Fairgrounds For The Purpose Of Leasing The Tower To The City Of Jackson Because Of The Removal Of The City-owned Cellular Tower Currently Located On North Street Between Amite And Mississippi Streets; To Provide That The Cost Of Constructing The Cellular Tower Shall Be Paid From Public Or Private Funds From Any Source; To Authorize The Department Of Finance And Administration To Lease The State-owned Cellular Tower And Land Necessary To Operate The Tower, Located On The State Fair Grounds, To The City Of Jackson For A Period Of Fifty Years; To Provide That The City Of Jackson May Sublease Space On The Tower To Cellular Carriers On Terms Agreeable To The City And The Carriers; To Amend Section 69-5-3, Mississippi Code Of 1972, To Conform To The Preceding Provisions; And For Related Purposes.

An Act Making An Appropriation To The Belzoni Humphreys Development Foundation For The Purpose Of Funding Repairs And Restoration Work At The Catfish Museum And Depot Theater In The City Of Belzoni For The Fiscal Year 2026.

An Act To Establish "mississippi Comprehensive Anti-bullying And Cyberbullying Act Of 2025", Which Shall Serve As Phased-in Pilot Program In Mississippi Public Schools; To Provide That The Program's Purpose Is Designed To Provide Support And Intervention For Both Victims And Perpetrators Of Bullying And Cyberbullying; To Create A Sustainable Model For Reducing Bullying Incidents And Fostering A Culture Of Empathy And Respect In School; To Define Terminology; To Require State Department Of Education To Develop And Oversee The Phased-in Implementation Of The Comprehensive Anti-bullying Pilot Program; To Require Each School District To Designate An Anti-bullying Coordinator To Monitor Program Implementation And Report Outcomes To The Department; To Require The Department To Select Initial Schools Selected To Participate In The Pilot Program Based On Schools Having The Highest Incidences Of Bullying, Unlawful Activity And Students Charged With Crimes As Such Data Is Required To Be Reported To The Department By Each School District; To Bring Forward Sections 37-11-67 And 37-11-69, Mississippi Code Of 1972, Which Are Provisions Addressing Bullying Or Harassing Behavior In Schools, For The Purpose Of Possible Amendment; And For Related Purposes.

An Act To Amend Section 47-5-579, Mississippi Code Of 1972, To Clarify That All Mississippi Department Of Corrections Magcor Work Initiative Program Withholdings Will Be Calculated Based On Participant Wages After Mandatory Deductions; To Require Accounting Of Any Dependent Support Payments, Fines, Restitutions, Fees, Or Costs As Ordered By The Court Be Reported For Each Work Initiative Participant And To Require That The Remaining Sentence Length Of Work Initiative Participants Be Collected, Maintained And Reported To Reflect The Current Administrative Fee Deduction Of 15%; To Require That A Financial Account Creation Date Be Collected, Maintained And Reported For Each Participant In The Program; And For Related Purposes.

An Act To Establish A Screening And Approval Program For The Over-the-counter Availability And Retail Sale Of Products That Contain Any Substance With The Potential To Be Recreationally Used Or Abused; To Define Certain Terms; To Require The State Department Of Health To Administer The Program; To Require The State Health Officer To Approve Or Deny The Over-the-counter Availability And Retail Sale Of Products That Contain Any Substance With The Potential To Be Recreationally Used Or Abused; To Establish An Appeals Process Available To The Manufacturer Or Distributor Of A Product That Was Denied By The State Health Officer; To Require The Department To Establish Rules And Regulations Necessary To Implement And Administer The Program; To Provide An Exception For Ordinances And Regulations Of Municipalities And Counties Enacted Before July 1, 2025, Which Limit Or Prohibit Such Products; And For Related Purposes.

An Act To Require The State Department Of Education And The Mississippi Department Of Mental Health Shall Develop The Framework And Guidelines To Be Used By Public Schools For The Purpose Of Providing Mental Health Assessments And Screenings To Public School Students In Kindergarten Through Grade 12 In Order To Adequately Assess, Address And Prevent Habitually Disruptive Student Behavior, Approaches To Alternative Placement And Reintegration Into The Traditional Classroom Setting; To Require The State Board Of Education And The Mississippi Department Of Mental Health To Develop The Framework And Guidelines For Use By Public Schools In Providing Comprehensive, Coordinated Mental Health Prevention, Screenings And Assessments, Early Intervention And Treatment Services For Public School Students; To Prescribe The Minimum Requirements For The Framework And Guidelines; To Create The Children's Mental Health Partnership, Which Shall Be Responsible For Developing The Assessments And Screeners To Be Used By Certified School Employees To Detect Any Mental Health Deficiencies In Students; To Prescribe The Composition Of The Partnership; To Require The State Board Of Education To Develop And Implement A Policy Requiring All Public School Districts To Provide Mental Health Screenings And Assessments To Students In Kindergarten Through Grade 12, Who Exhibit Signs Of Mental Distress, Incapacity And Habitually Disruptive Behavior; To Prescribe The Minimum Requirements Of The Policy Content; To Require Every Public School District To Develop A Policy For Incorporating Social And Emotional Development Into The District's Educational Program; To Amend Sections 37-3-85, 37-7-301, 37-11-1, 37-11-18.1, 37-11-55, 37-11-57, 37-13-92, Mississippi Code Of 1972, To Prescribe Authority To And The Processes Required By The State Board Of Education And The Local Governing School Boards To Implement Policies And Procedures To Address Habitually Disruptive Students, The Components To Be Included In Any Behavior Modification Plan Developed For The Student, Considerations For Alternative Placement And Petitioning The Youth Court For Consideration Of Placement In The Youth Challenge Program; To Bring Forward Section 37-11-29, Mississippi Code Of 1972, For The Purpose Of Possible Amendments; To Amend Section 43-27-203, Mississippi Code Of 1972, In Conformity To The Preceding Provisions; And For Related Purposes.

An Act To Amend Section 43-13-115, Mississippi Code Of 1972, To Provide Medicaid Coverage For Individuals Who Are Under 65 Years Of Age, Are Not Pregnant, Are Not Entitled To Or Enrolled For Medicare Benefits And Whose Income Is Not More Than 133% Of The Federal Poverty Level, As Authorized Under The Federal Patient Protection And Affordable Care Act; And For Related Purposes.

An Act To Amend Section 37-19-7, Mississippi Code Of 1972, To Provide That Effective With The 2025-2026 School Year, Any Licensed Teacher Employed In A Public School District In An Area Designated By The State Board Of Education As A Geographically Critical Teacher Shortage Area Shall Receive An Annual Salary Supplement In The Amount Of $2,000.00, To Provide That Teachers Currently Receiving An Annual Salary Supplement For National Board Certification Shall Not Be Disqualified From Receiving The New $2,000.00 Annual Salary Supplement; And For Related Purposes.

A Concurrent Resolution Proposing An Amendment To Section 112, Mississippi Constitution Of 1890, To Revise The Legislature's Authority To Limit Or Deny A County's Right To Levy County And/or Special Taxes On Nuclear-powered Electrical Generating Plants, To Provide For A Special Mode Of Valuation, Assessment And Levy Upon Such Plants, And To Provide For The Distribution Of The Revenue Derived Therefrom.

An Act To Provide A State Income Tax Credit For Taxpayers Claiming The Federal Earned Income Tax Credit; To Provide The Amount Of The Credit; To Provide That If The Amount Of Credit Claimed By A Taxpayer Exceeds The Amount Of Income Tax Imposed Upon The Taxpayer For The Taxable Year, Then The Taxpayer Shall Receive A Refund From The Department Of Revenue For The Amount Of Such Excess; And For Related Purposes.
