An Act To Amend Section 67-1-83, Mississippi Code Of 1972, To Allow Any County, Municipality, Tribe Or Other Political Subdivision Of The State That Is Wet Under The Local Option Alcoholic Beverage Control Law To Authorize, By Local Ordinance, Permitted Package Retailers To Engage In Package Retail Sales On Sunday; And For Related Purposes.

An Act To Provide That No Person Or Entity Shall Be Authorized To Sell Or Otherwise Distribute A Door Decal Logo Or Patch Of A Division Of The Mississippi Department Of Public Safety Without The Written Approval Of The Division Director And The Commissioner Of Public Safety; To Require The Department To Maintain A Current List Of Approvals; To Prohibit The Department From Unreasonably Withholding Approval For Any Current Employee Of The Department; To Provide Criminal Penalties For Violation Of This Section; And For Related Purposes.

An Act To Authorize A Qualified Elector To Vote Early Not More Than 21 Days Nor Less Than Five Days Before The Date Of An Election; To Provide That Early Voting May Be Conducted In The Registrar's Office Or At A Location Designated By The Registrar; To Require A Person Who Desires To Vote Early To Appear At The Registrar's Office And To Provide That After Signing The Receipt Book Such Person Shall Be Entitled To Vote At The Registrar's Office Or At The Location Designated By The Registrar During The Early Voting Period In The Same Manner As He Or She Would At His Or Her Voting Precinct On The Day Of The Election; To Provide That The Election Laws That Govern Procedures For A Person Who Appears To Vote On The Day Of Election Shall Apply When A Person Appears To Vote During The Early Voting Period; To Provide That All Votes Cast During The Early Voting Period Shall Be Final; To Provide That The Votes Cast During Early Voting Shall Be Announced Simultaneously With The Votes Cast On Election Day; To Provide That Each Candidate Shall Have The Right To Be Present At The Registrar's Office And To Challenge The Qualifications Of Any Person Offering To Vote Early In The Same Manner As Provided By Law At The Polling Place On The Day Of The Election; To Require The Secretary Of State To Promulgate Rules And Regulations Necessary To Effectuate Early Voting; To Amend Sections 23-15-195, 23-15-353 And 23-15-653, Mississippi Code Of 1972, To Conform; To Amend Sections 23-15-627, 23-15-637, 23-15-713 And 23-15-715, Mississippi Code Of 1972, To Provide That Voters May Not Cast Absentee Ballots At The Office Of The Registrar During The Early Voting Period; And For Related Purposes.

An Act To Amend Section 23-15-299, Mississippi Code Of 1972, To Require That The Secretary Of State Provide Forms For Candidates To Certify A Written Statement That Their Identifying Information Is Correct And That They Meet All The Qualifications For The Office For Which They Are Candidates; To Provide That A Candidate Shall Be Disqualified If It Is Determined That He Or She Has Voted Outside Of The Boundaries Of The District He Or She Is Seeking A Nomination To Represent During The Time The Candidate Is Required To Reside Within Said Boundaries; To Provide The Only Procedure In Which A Candidate May Appeal An Election Commission's Decision To Not Place The Candidates Name On The Ballot; To Amend Section 23-15-359, Mississippi Code Of 1972, To Conform The Provisions Of Special Elections Thereto; To Amend Section 23-15-317, Mississippi Code Of 1972, To Prohibit Vacancies Caused By An Individual Who Has Been Removed From Office Due To Not Meeting The Qualifications To Hold Said Office, From Having The Authority To Nominate An Qualified Nominee As A Candidate For Such Office; And For Related Purposes.

An Act To Amend Section 23-15-193, Mississippi Code Of 1972, To Require All Candidates Running In The State General Election To Secure The Majority Vote To Be Elected; And For Related Purposes.

An Act To Authorize The Department Of Finance And Administration To Receive Repayments On Approved Loans From The Educational Facilities Revolving Loan Fund Program; To Direct The Department Of Education To Provide The Department Of Finance And Administration With All Educational Facilities Revolving Loan Fund Program Terms Of Repayment And Balances Owed From School Districts; To Direct The Department Of Finance And Administration To Deposit Those Repayments Into The Education Enhancement Fund; To Provide That, If A School District Is In Arrears On Loan Repayments, The Department Of Education Shall Remit The Amount Owed To The Department Of Finance And Administration And Shall Withhold That Amount From Future Payments Of Total Funding Formula Funds To The School District; To Direct The State Treasurer, In Conjunction With The State Fiscal Officer, To Transfer To The Education Enhancement Fund All Remaining Funds In The Educational Facilities Revolving Loan Fund; And For Related Purposes.

An Act To Enact The Mississippi Dyslexia Education Funding Act; To Define Terms; To Create The Mississippi Rural Schools Funding Grant Program To Be Administered By The Department Of Education For The Purpose Of Providing Dyslexia Therapy To Aid Students With Dyslexia As Well As To Fund Dyslexia Therapists Or Support Staff In Schools; To Provide That Each School District Shall Receive A Minimum Amount Under The Grant Program; To Provide That The Remaining Funds In The Grant Program Shall Be Distributed Upon Application; To Require The Department To Promulgate Rules And Regulations To Administer The Grant Program; To Create The Dyslexia Education Fund As A Special Fund In The State Treasury; To Provide That Monies Appropriated Out Of The Fund May Be Used To Reimburse Actual Oversight Costs Up To A Certain Amount; And For Related Purposes.

An Act To Create The "mississippi 'i Voted' Sticker Contest Act"; To Require That The Secretary Of State Oversee The Statewide Voting Sticker Contest; To Provide Guidelines For The Voting Sticker Contest; To Require That The Secretary Of State Will Create A Submission Platform For Contestants And Promulgate Additional Rules And Regulations Necessary For The Voting Sticker Contest; And For Related Purposes.

An Act To Require Carbon Monoxide Detectors In All Public And Nonpublic Schools In Mississippi; To Authorize And Direct The State Fire Marshal To Provide Requirements For Testing And Inspecting Carbon Monoxide Detection And Warning Equipment Installed In Public Or Nonpublic School Buildings; To Provide That This Act Shall Not Apply To Buildings Whose Sole Educational Use Is For Home Instruction Programs; And For Related Purposes.
