An Act To Enact The Rejecting Racism In Higher Education Act; To Establish The Legislative Findings Of The Act, Including That It Is The Intent Of The Legislature That Administrators, Faculty, And Other Employees Of Public Elementary And Secondary Education Institutions Maintain Nondiscriminatory Policies In Accordance With Title Iv And Title Vi Of The Civil Rights Act Of 1964; To Provide That No Officer, Agent, Administrator, Employee, Teacher, Or Contractor Of A Postsecondary Institution May Segregate, Track, Classify, Or Treat Differently Students On The Basis Of Race, Ethnicity, Color, Or National Origin Except Where Expressly Required By State Or Federal Law; To Provide That A Postsecondary Institution Shall Not Expend Any State Funds And Shall Reject Any Federal Funds Whose Receipt Requires The Institution To Promote, Support, Or Maintain Any Diversity, Equity, Or Inclusion Programs Or Campus Activities Whether Or Not Targeted Or Provided To Employees, Students, Guests, Or The Public; To Provide That Postsecondary Institutions That Are In Violation Of This Act Shall Not Be Eligible For State Funding; To Provide That In Addition To Enforcement By The Attorney General Of Mississippi, An Individual May Also Bring A Private Right Of Action Against Any Postsecondary Institution Engaged In Such Prohibited Discrimination For An Injunction, Actual Damages, And Liquidated Damages Of One Million Dollars; To Provide That Nothing In This Statute Prohibits Or Authorizes Officers, Agents, Administrators, Employees, Teachers, Or Contractors Of A Postsecondary Institution Or Students From Discussing Public Policy Issues Of The Day Or Ideas That Individuals May Find Unwelcome, Disagreeable Or Offensive; And For Related Purposes.

An Act To Amend Section 23-15-299, Mississippi Code Of 1972, To Provide That In Order To Qualify To Run For Office, A Candidate Must Submit, Along With The Qualification Fees, A Notarized Written Statement And A Copy Of The Candidate's Mississippi Identification Card; To Require The Secretary Of State To Assess A Five Hundred Dollar Fine To Any State Executive Committee That Fails To Transmit Any Written Statements And Other Required Documents And Accompanying Fees To The Secretary Of State By 6:00 P.m. On The Date Of The Qualifying Deadline; To Provide That The Fine Shall Be For Each Written Statement That Is Submitted After 6:00 P.m. An Act To Provide Definitions Related To Nicotine Vapor Noncombustible Products Or "ends Product" And Their Associated Uses; To Require Manufacturers Of Ends Products To Provide The Department Of Revenue With A Certification That The Manufacturer Is Compliant With Certain Federal Restrictions And Provisions Of The Act; To Require Manufacturers To Pay A Fee For Each Product For Each Annual Certification; To Require Such Certification To List All Brand Names, Categories, Cartridge Type, And Flavors Of Each Ends Product Sold In The State; To Provide That The Information Provided In The Certification Shall Be Considered Confidential Commercial Or Financial Information; To Require The Manufacturer To Provide Certain Notices; To Require The Department Of Revenue To Maintain A Publicly Available List Of All Ends Product Manufacturers And Their Respective Products; To Establish Certain Violations And Fines Related To The Act; To Set The Procedure By Which A Manufacturer May Be Fined; To Set Certain Timelines Relative To The Act; To Require Such Manufacturers To Have An Agent For Service Of Process; To Provide That The Department Of Revenue May Promulgate Rules Necessary To The Act; To Provide That All Fees And Penalties Collected By The Department Of Revenue May Be Used For Administration And Enforcement Of The Act; To Provide That The Department Of Revenue Shall Provide A Report To The Legislature Starting January 31, 2025, And Annually Thereafter; And For Related Purposes.

An Act To Authorize A Credit Or Rebate For A Home Buyer's Portion Of The Ad Valorem Taxes On The Home For The Year Of Purchase If The Buyer, At The Time Of Closing, Either Is An American Veteran Honorably Discharged From Military Service With A Service-connected, Total Disability And Is At Least 65 Years Of Age, Is The Unremarried Surviving Spouse Of Such A Homeowner, Or Is The Unremarried Surviving Spouse Of A Member Of The United States Armed Forces Who Was Killed Or Died On Active Duty Or Of A Member Of A Reserve Component Of The United States Armed Forces Or Of The National Guard Who Was Killed Or Died On Active Duty For Training; To Require A Home Buyer Desiring A Credit Or Rebate To Submit A Request To The Department Of Revenue After The Closing Transaction, But No Later Than January 31 Of The Year Following The Purchase Year; To Specify The Documentation That The Home Buyer Must Provide To The Department Of Revenue; To Provide That Payments Made By The Department Of Revenue Under This Act Shall Be From Current Tax Collections; To Authorize The Department Of Revenue To Promulgate Rules And Regulations To Administer This Act; To Amend Section 27-7-15, Mississippi Code Of 1972, To Exclude Rebate Payments Under This Act From The Definition Of Gross Income For Purposes Of The State Income Tax; To Amend Section 27-33-31, Mississippi Code Of 1972, To Conform; And For Related Purposes.
