An Act To Amend Section 49-7-31, Mississippi Code Of 1972, To Extend Open Season On Deer To February 28 For Hunting With Primitive Weapons And Without Dogs, And For Hunting With Guns And Without Dogs; And For Related Purposes.

An Act To Authorize A Person Who Is The Holder Of A Wine Or Distiller's Manufacturer's Permit In This State, Or Who Is Licensed Or Permitted Outside Of The State To Engage In The Activity Of Manufacturing, Supplying Or Importing Wine, Distilled Spirits, Or Wine And Distilled Spirits To Sell And Ship Wine, Distilled Spirits, Or Wine And Distilled Spirits Directly To Residents In This State, If The Person Obtains A Direct Shipper's Permit From The Department Of Revenue; To Provide For The Issuance Of Direct Shipper's Permits; To Require The Holder Of A Direct Shipper's Permit To Keep Certain Records; To Prohibit The Holder Of A Direct Shipper's Permit From Selling Or Shipping Light Wine, Light Spirit Products Or Beer Or Any Alcoholic Beverage Other Than Wine Or Distilled Spirits; To Limit The Amount Of Wine And Distilled Spirits That A Holder Of A Direct Shipper's Permit May Sell Or Ship To An Individual Each Year; To Prohibit The Holder Of A Direct Shipper's Permit From Selling Or Shipping Wine Or Distilled Spirits That Is Available Through The Alcoholic Beverage Control Division Of The Department Of Revenue; To Provide For The Annual Renewal Of Direct Shipper's Permits; To Provide That Persons Purchasing Or Receiving A Direct Shipment Of Wine, Distilled Spirits, Or Wine And Distilled Spirits From A Direct Shipper Must Be At Least Twenty-one Years Of Age; To Provide That Persons Receiving A Direct Shipment Of Wine, Distilled Spirits, Or Wine And Distilled Spirits From A Direct Shipper Shall Use The Wine, Distilled Spirits, Or Wine And Distilled Spirits For Personal Use Only And May Not Resell It; To Authorize The Commissioner Of Revenue To Adopt Any Rules Or Regulations As Necessary To Carry Out This Act; To Provide Penalties For Violations Of This Act; To Amend Sections 27-71-5, 27-71-7, 27-71-15 And 27-71-29, Mississippi Code Of 1972, To Provide The Privilege Tax Required For The Issuance Of A Direct Shipper's Permit; To Levy A Tax Upon The Sales And Shipments Of Wine, Distilled Spirits, Or Wine And Distilled Spirits Made By A Direct Shipper; To Require A Certain Amount Of The Taxes Levied To Be Deposited Into The Mental Health Programs Fund; To Amend Sections 67-1-41, 67-1-45, 67-1-53, 67-1-55, 67-1-57, 67-1-73, 97-31-47 And 97-31-49, Mississippi Code Of 1972, In Conformity To The Foregoing Provisions Of This Act; To Amend Section 67-1-51, Mississippi Code Of 1972, In Conformity To The Foregoing Provisions Of This Act; To Provide That A Holder Of A Package Retailer's Permit May Sell At Retail Through The Internet And Ship Wine, Distilled Spirits, Or Wine And Distilled Spirits In Original Sealed And Unopened Packages To Residents In This State; To Provide That A Holder Of A Package Retailer's Permit Making Sales Of Wine, Distilled Spirits, Or Wine And Distilled Spirits Through The Internet May Not Sell Or Ship Any Alcoholic Beverage Other Than Wine, Distilled Spirits, Or Wine And Distilled Spirits Or Ship To An Address In A County That Has Not Voted In Favor Of Coming Out From Under The Dry Law; To Increase The Number Of Package Retailer's Permits That May Be Owned By A Person Or In Which A Person May Have A Controlling Interest From One To Three; To Amend Section 67-1-83, Mississippi Code Of 1972, In Conformity Thereto; To Allow Any County, Municipality, Tribe Or Other Political Subdivision Of The State That Is Wet Under The Local Option Alcoholic Beverage Control Law To Authorize Permitted Package Retailers To Engage In Package Retail Sales During Certain Hours On Sunday; To Bring Forward Section 67-1-67, Mississippi Code Of 1972, Which Relates To The Transfer Of Permits Under The Local Option Alcoholic Beverage Control Law, For The Purposes Of Possible Amendment; And For Related Purposes.

An Act To Amend Section 41-4-7, Mississippi Code Of 1972, To Authorize The Department Of Mental Health To Certify, Coordinate And Establish Minimum Standards And Establish Minimum Required Services For The Certification Of Privately-owned Mental Health Providers Who Are Not A Part Of The State-operated Mental Health Community Providers And Do Not Receive Funding From State Mental Health Funds Provided By The Department; To Provide That The Additional Certification Classification Shall Be Required To Meet Minimum Standards For Services And Safety As Those Promulgated For Regional And Community Mental Health Providers; To Authorize The Department To Permanently Waive Any Additional Requirements That Are Not Suitable For The Environment, Structure Or Services Offered By Such Privately-owned Mental Health Providers; And For Related Purposes.

An Act To Create The Kratom Consumer Protection Act; To Define Certain Terms That Relate To The Provisions Of This Act; To Require The Department Of Revenue To Issue Licenses For Consumable Food Manufacturing Distributors; To Require The Department Of Revenue To Issue Retail Kratom Licenses For Retailers And Wholesale Kratom Licenses For Wholesalers; To Require The Department Of Health To Issue Processing Kratom Licenses For Processors; To Require A Retailer To Display And Store All Kratom Products In A Location That Is Not Accessible By The Public Without Assistance From Such Retailer; To Provide That It Is Unlawful For Any Person Under Twenty-one Years Of Age To Possess Any Kratom Products; To Prohibit A Retailer From Distributing Or Selling Any Kratom Product To A Person Under Twenty-one Years Of Age; To Require A Retailer To Verify The Age Of Any Person Attempting To Purchase Or Receive A Kratom Product Prior To The Sale Or Transfer Of Such Product; To Require Processors, Retailers, Wholesalers, And Consumable Food Manufacturing Distributors That Are Registered With Either The Department Of Health Or The Department Of Revenue To Submit A Report That Contains Certain Information On A Quarterly Basis; To Require The Department Of Revenue To Develop, Implement And Provide An Electronic Reporting System For Retailers, Wholesalers And Distributors Of Kratom Products; To Require That A Finalized Sample Of Any Finished Kratom Product Have A Complete Certificate Of Analysis Containing Certain Information From An Accredited And Certified Lab; To Require That The Department Of Revenue, Approve All Labels For Kratom Products; To Provide Certain Requirements For Labels Of Kratom Products; To Imposed An Excise Tax On Retailers Of Kratom Products At The Rate Of 3% Of The Retail Sales Price Of A Kratom Product; And For Related Purposes.

An Act To Require The Mississippi Department Of Environmental Quality To Establish A List Of Certain Toxic Air Pollutants And Contaminants That May Cause The Public, Especially Infants And Children, To Be Susceptible To Illness; To Require The Department To Review And Revise Any Control Measures Adopted For The Toxic Air Pollutants And Contaminants Identified On Such List Within Two Years Of The Establishment Of The List; To Require The Department To Prepare A Report On The Need For Rules Or Regulations For Up To Five Of Those Toxic Air Pollutants And Contaminants For Which No Control Measures Have Been Previously Adopted Within Three Years Of The Establishment Of Such List; To Require The Department To Adopt Within That Same Three-year Timeframe Any New Control Measures To Reduce Exposure To Those Toxic Air Pollutants And Contaminants To Protect Public Health, Particularly The Health Of Infants And Children; To Require The Department To Annually Evaluate At Least Fifteen Toxic Air Pollutants And Contaminants Identified Or Designated By The Department And Provide Threshold Exposure Levels And Non-threshold Health Values For Those Toxic Air Pollutants And Contaminants; To Require The Department To Prepare A Report On The Need For Regulations For Up To Five Of The Toxic Air Pollutants And Contaminants Contained On Such List For Which No Control Measures Have Been Previously Adopted, Or For At Least Five Of The Toxic Air Pollutants And Contaminants If More Than Five Toxic Air Pollutants And Contaminants Have Been Identified; To Require The Department To Promulgate Rules And Regulations To Reduce Emissions And Airborne Levels Of Such Toxic Air Pollutants And Contaminants To Comply With Certain Standards; To Provide That The Department Shall, With The Participation Of, And In Consultation With, Affected Sources, The Interested Public, And A Diverse Group Of Experts, Prepare A Report On The Need And Appropriate Degree Of Regulation For Each Substance Which The Department Has Determined To Be A Toxic Air Pollutant Or Contaminant; To Provide Certain Requirements For Such Report; To Provide That Such Report And Relevant Comments Received During Consultation With Affected Sources And The Public Shall Be Made Available For Public Review And Comment At Least Forty Five Days Prior To A Public Hearing; To Bring Forward Sections 49-2-31, 49-17-19, 49-17-21, 49-17-25, 49-17-27, 49-17-29, 49-17-31, 49-17-33, 49-17-34 And 49-17-35, Mississippi Code Of 1972, Which Relate To Risk Assessment, Air Quality Standards, Public Notice Of Emergency, Adoption Of Regulations And Public Hearings, For Purposes Of Possible Amendment; And For Related Purposes.
