An Act To Amend Section 47-7-3, Mississippi Code Of 1972, To Provide That Offenders Who Committed Offenses After June 30, 1995, And Such Offenders Are Sentenced For A Violent Offense May Be Eligible For Parole After Serving 25% Or Ten Years Of Their Sentences, Whichever Is Less; To Amend Section 47-7-3.2, Mississippi Code Of 1972, To Provide That Certain Offenders May Be Released By The Department Of Corrections After Serving A Certain Percentage Of A Sentence Imposed By The Court; To Amend Section 47-7-5, Mississippi Code Of 1972, To Require An Affirmative Vote Of At Least Three Members Of The Parole Board To Grant Parole To An Inmate Convicted Of A Crime Of Violence After June 30, 1995; To Amend Section 47-7-13, Mississippi Code Of 1972, To Require An Affirmative Vote Of At Least Four Members Of The Parole Board To Grant Parole To Certain Inmates Convicted Of Capital Murder Or A Sex Offense; To Delete The Requirement That The Principal Place For Conducting Parole Hearings By The State Parole Board Must Be At The State Penitentiary At Parchman; To Amend Section 47-7-15, Mississippi Code Of 1972, To Conform To The Preceding Section; To Amend Section 47-7-17, Mississippi Code Of 1972, To Authorize The Parole Board To Order A Psychiatric Or Psychological Examination When The Board Determines Such Examination Is Needed To Make A Parole Decision; And For Related Purposes.

An Act To Create Certain Protections For Funeral Processions; To Enact Definitions; To Prescribe Regulations; To Require Certain Safety Measures; To Prescribe A Penalty For Failure To Yield The Right-of-way To A Vehicle In A Funeral Procession; And For Related Purposes.

An Act To Amend Section 27-65-75, Mississippi Code Of 1972, To Provide That Eighteen And One-half Percent Of The Sales Tax Revenue Collected On Business Activities Within A County That Is A Part Of The Pearl River Valley Water Supply District On Property That Is Owned By The District And Outside Of The Corporate Limits Of Municipalities In Such County Shall Be Distributed To The Pearl River Valley Water Supply District; To Amend Section 27-65-53, Mississippi Code Of 1972, In Conformity Thereto; And For Related Purposes.

An Act To Authorize Counties And Municipalities To Establish Summer Youth Work Programs To Facilitate The Employment Of High School Youth In Community Jobs; To Prescribe Eligibility Requirements For Summer Employment Through A Summer Youth Work Program; To Authorize Counties And Municipalities To Accept Any Available Public Or Private Funding To Cover The Program's Administrative Costs And Student Employee Wages; And For Related Purposes.

An Act To Amend Section 23-15-673, Mississippi Code Of 1972, To Expand The Definition Of "absent Voter" For The Purposes Of The Armed Services Absentee Voting Law To Include Any Person Who Is A Citizen Of Mississippi Who Is Temporarily Residing And Working Within The Navigable Federal Waters Of The United States; To Amend Section 23-15-169.4, Mississippi Code Of 1972, To Conform To The Preceding Section; And For Related Purposes.

An Act To Amend Section 27-103-203, Mississippi Code Of 1972, To Provide That A Certain Amount Of The Interest Earned Each Fiscal Year On The Sums In The Working Cash-stabilization Reserve Fund Must Be Deposited Into The Ayers Settlement Fund For The Next Ten Fiscal Years; To Delete The Requirement To Make Annual Reductions In The Ayers Endowment Trust After A Certain Amount Has Been Deposited Into The Ayers Settlement Fund Under This Section; To Amend Section 37-101-27, Mississippi Code Of 1972, To Conform To The Preceding Provisions; And For Related Purposes.

An Act To Direct The State Department Of Mental Health To Convert 500 Beds At Intellectual/developmental Disabilities Facilities Of The Department That Are Not Being Used For Providing Services To Those Persons So That Those Beds May Be Used To Provide Alcohol And Drug Use Prevention And Treatment Services; And For Related Purposes.

An Act To Require That The Mississippi Department Of Employment Security, The Board Of Trustees Of State Institutions Of Higher Learning, The Mississippi Community College Board And The State Workforce Investment Board To Work Jointly To Develop A Plan To Be Known As The "career Pathways Initiative"; To Require The Initiative To Increase The Access Of Low-income Parents And Other Individuals To Education Credentials That Qualify Them For Higher-paying Jobs In Their Local Areas, Improve The Preparedness Of The Mississippi Workforce For High-skill And High-wage Jobs, Develop Training Courses And Educational Credentials After Consulting Local Employers And Local Workforce Boards To Identify Appropriate Job Opportunities And Needed Skills And Training To Meet Employers' Needs, Provide Resources On The Basis Of Performance Incentives, Including Participants Enrolling In Courses, Completing The Courses, Obtaining Jobs In The Targeted Job Categories, And Staying Employed In The Targeted Job Categories; To Require The Initiative To Use Available Temporary Assistance For Needy Families (tanf) Funds For Participants Who Have Custody Or Legal Responsibility For A Child Under Twenty-one Years Of Age And Whose Family Income Is Less Than Two Hundred Fifty Percent Of The Federal Poverty Level; To Require The Board Of Trustees Of State Institutions Of Higher Learning To Contract To Provide Education And Training That Will Result In Job Training Certificates Or Higher Education Degrees For Low-income Adults With State Agencies, Two-year Colleges, Local Governments Or Private Or Community Organizations; To Authorize Tanf Funds To Be Combined With Other Federal, State And Local Funds In Ways Consistent With Federal Laws And Regulations In Order To Provide More Funding For The Provisions Of This Act; And For Related Purposes.

An Act To Direct The Mississippi Department Of Human Services To Establish A Grant Program For Regional Food Banks To Provide Annual Grant Funding In The Amount Of One Million Dollars To The Food Banks For The Purchase, Transportation, Storage And Distribution Of Food In Mississippi; To Provide That Such Grants Shall Be Made From Funds Made Available To The Department For That Purpose; To Prescribe Standards For Food Purchases Made Through The Use Of Program Funds; To Provide That The Department Will Allocate Money To Regional Food Banks Serving Mississippians Based On Population, Food Insecurity Rates And County Service Areas; To Provide A Limit On The Percentage Of Grant Funds Made Available Through The Program That May Be Used By Any Regional Food Bank For The Payment Of Administrative And Incidental Costs; To Provide That Persons Who Are Eligible For Food Funded By The Program Based On Federal Guidelines Shall Not Be Charged For Food Or Encouraged To Contribute Money In Order To Receive Food Under The Program; And For Related Purposes.

An Act To Authorize The Issuance Of State General Obligation Bonds To Provide Funds To Assist In Paying The Costs Associated With The Construction, Furnishing And Equipping Of Two Career Technical Buildings At The Greenville Higher Education Center; And For Related Purposes.

An Act To Amend Section 37-1-3, Mississippi Code Of 1972, To Require The State Board Of Education To Develop A Curriculum And A Course Of Study To Promote Home Economics Objectives In "d" And "f" Rated School Districts; To Prescribe The Minimum Components To Be Included In The Curriculum; To Amend Section 37-13-151, Mississippi Code Of 1972, To Require School Districts Assigned An Accountability Rating Of "d" Or "f" To Provide Programs Of Education In Home Economics To Students In Secondary Schools; To Remove The Requirement That Such Programs Be Subject To Approval By The State Board Of Education; To Require All Home Economic Programs To Be Aligned With The Curriculum And Course Of Study Developed By The State Board Of Education; To Amend Section 37-13-153, Mississippi Code Of 1972, To Require State Funding For Home Economics To Be Included In The Adequate Education Program And Vocational Education Appropriation Bills; To Bring Forward Section 37-13-155, Mississippi Code Of 1972, For Purposes Of Possible Amendments; And For Related Purposes.

An Act To Repeal Section 37-113-37, Mississippi Code Of 1972, Which Requires The Administrative Leadership Of All State Institutions Of Higher Learning Owning Livestock To File A Quarterly Inventory Report Of All Livestock Owned And Used By The Institution With The Mississippi State University Extension Service; And For Related Purposes.

An Act To Require Recipients Of Benefits Under The Supplemental Nutrition Assistance Program (snap) Or The Temporary Assistance For Needy Families (tanf) Program To Take The Test Of Adult Basic Education (tabe); To Provide That If The Recipient Scores Below The 12th Grade Level In Any Category Of The Tabe, The Recipient Must Enroll In A Program Of Study For The Tabe At A Community College To Become Competent In Those Categories In Which The Recipient Is Deficient, And Take The Tabe Again After Completion Of The Program Of Study; And For Related Purposes.

An Act To Create New Sections 25-11-147 And 25-11-321, Mississippi Code Of 1972, To Provide That If A Member Of The Public Employees' Retirement System Who Is An Elected Official Or A Member Of The Supplemental Legislative Retirement Plan Is Convicted Of Or Enters A Plea Of Guilty Or Nolo Contendere In Any Court To A Felony In Which Public Funds Were Unlawfully Taken, Obtained Or Misappropriated In The Abuse Or Misuse Of The Person's Office That Is Committed On Or After July 1, 2022, The Court Shall Conduct A Hearing In A Separate Civil Proceeding To Determine If All Of The Conditions Have Been Met; To Provide That If All Of The Conditions Have Been Met, The Court Shall Issue An Order For Withholding From The Member's Retirement Benefits From The System Or Plan; To Provide That The Order For Withholding Shall Direct The System To Withhold A Specified Amount From The Member's Retirement Benefits Each Month So That The Full Amount Of The Public Funds That Were Unlawfully Taken, Obtained Or Misappropriated In The Abuse Or Misuse Of The Member's Office Will Be Repaid Within Not More Than Three Years From The Date Of The First Withholding; To Provide That The System Shall Pay The Amounts Withheld To The Attorney General Each Month, And The Attorney General Shall Distribute The Amounts Received From The System To The Government Body From Which The Public Funds That Were Unlawfully Taken, Obtained Or Misappropriated In The Abuse Or Misuse Of The Member's Office; To Provide That A Member Who Is Convicted Of Such A Felony Shall Not Have Any Of His Or Her Retirement Benefits From The System Or Plan Withheld Until All Appeals Of The Conviction Have Been Finally Concluded Or The Time For An Appeal From The Conviction Has Expired; To Provide That After Receiving The Order For Withholding From The Court, The System Shall Request The Attorney General For A Determination Of Whether All Appeals Of The Conviction Have Been Finally Concluded Or The Time For An Appeal From The Conviction Has Expired; To Provide That After The Attorney General Notifies The System That All Appeals Of The Conviction Have Been Finally Concluded Or The Time For An Appeal From The Conviction Has Expired, The Member's Retirement Benefits From The System Or Plan Shall Be Withheld Until The Full Amount Of The Public Funds That Were Unlawfully Taken, Obtained Or Misappropriated In The Abuse Or Misuse Of The Member's Office Has Been Withheld From The Member's Retirement Benefits, As Determined By The Attorney General; To Provide That If A Member Of The System Or Plan Is Also A Member Of Another Retirement System Administered By The Board Of Trustees Of The System, And The Felony For Which The Member Was Convicted Or Entered A Plea Of Guilty Or Nolo Contendere Was In Connection With The Member's Service As An Elected Official That Is Covered By Only One Of The Retirement Systems, The Member's Retirement Benefits Will Be Withheld Only From The Retirement System In Which His Or Her Service As An Elected Official Was Covered At The Time That He Or She Committed The Felony; To Provide That The System May Conclusively Rely On An Order For Withholding From The Court And The Notice From The Attorney General That The Requirements Of This Act Have Been Met In Withholding A Member's Retirement Benefits From The System Or Plan; To Provide That The System Is Not Liable For Any Mistake In The Payment Of Retirement Benefits To A Member In Good Faith Reliance On An Order For Withholding From The Court And The Notice From The Attorney General; To Provide That Any Ambiguity Or Uncertainty About Whether A Member's Retirement Benefits From The System Or Plan Should Be Withheld Shall Be Resolved In Favor Of The Member; To Amend Sections 25-11-120, 25-11-129 And 25-11-319, Mississippi Code Of 1972, To Conform To The Preceding Provisions; And For Related Purposes.
