An Act To Authorize Alcorn State University To Establish A Program Of Cooperative Farming For The Cultivation Of Marijuana For Distribution To Out-of-state Vendors Legally Authorized To Dispense Marijuana For Medical Purposes; To Define Certain Terms; To Prescribe Certain Provisions Regarding The Cultivation Of Marijuana For Medical Purposes Which Must Be Included In A Memorandum Of Understanding Between A Local Farmer And Alcorn State University; To Create The Medical Marijuana Local Farmers Special Fund In The State Treasury For The Deposit Of Certain Monies Collected In Connection With The Cultivation Of Marijuana; To Authorize Local Jurisdictions To Enact Ordinances Restricting Farms For The Cultivation Of Marijuana For Medical Purposes Under This Act; To Prescribe The Legislative Findings And Declarations With Regard To The Environmental Impacts Associated With Marijuana Cultivation; To Require The Establishment Of A Watershed Enforcement Program To Facilitate The Investigation, Enforcement And Prosecution Of Unlawful Water Diversions And Other Health, Agricultural And Wildlife Regulatory Violations; To Require Mississippi Valley State University's Department Of Natural Sciences And Environmental Health, In Coordination With The Mississippi Department Of Environmental Quality, To Establish A Permanent Multiagency Task Force To Address The Environmental Impacts Of Marijuana Cultivation; To Designate Mississippi Valley State University's Department Of Natural Sciences And Environmental Health As The Responsible Entity For Researching And Analyzing Actions To Mitigate The Environmental Impact Of Marijuana Cultivation; To Provide That Indoor And Outdoor Medical Marijuana Cultivation Must Be Conducted In Accordance With State And Local Laws Related To Land Use And Environmental And Agricultural Controls; To Require Mississippi Valley State University To Implement A Unique Identification Program For Medical Marijuana; To Require The Multiagency Task Force To Implement Permanent Statewide Enforcement Efforts To Ensure The Reduction Of Adverse Environmental Impacts Of Marijuana Cultivation; To Authorize Regional Oversight Boards And The Department Of Environmental Quality To Address Discharges Of Medical Marijuana Cultivation Waste And To Adopt A General Permit Or Waste Discharge Requirements; To Amend Sections 41-29-125, 41-29-127, 41-29-136, 41-29-137, 41-29-139, 41-29-141 And 41-29-143, Mississippi Code Of 1972, In Conformity To The Provisions Of This Act; And For Related Purposes.

An Act To Amend Section 43-1-2, Mississippi Code Of 1972, To Create A Board Of Directors For The Department Of Human Services; To Provide The Makeup Of The Board; To Provide That The Board Of Directors Of The Department Of Human Services Shall Assist The Executive Director In Governing The Department; And For Related Purposes.

An Act To Establish A Health Care And Education Shortage Assistance Program To Help Attract Physicians, Nurses, Emergency Medical Technicians And Other Health Care Workers, Social Workers And Teachers To Work In Rural Areas Of Counties That Had An Unemployment Rate Of More Than Ten Percent In The Previous Calendar Year And Currently Have A Shortage Of Any Of Those Professionals; To Provide That Funding For The Program Will Be Provided From The Mississippi Works Fund And Will Be Disbursed To The Counties By The Mississippi Department Of Employment Security Upon Appropriation By The Legislature For That Purpose; To Provide That The Amount Appropriated For The Program Shall Be Not Less Than Five Million Dollars For Each Fiscal Year; To Provide That Any Eligible County That Wishes To Receive Funds Under The Program Must Adopt A Resolution Requesting The Funds And Submit An Application To The Department Of Employment Security With A Detailed Plan Of How The Funds Will Be Used; To Provide That In Order To Receive Funds Under The Program, A County Must Provide Matching Funds Of Not Less Than Thirty Percent Of The Amount Of The Funds Provided To The County Under The Program; To Bring Forward Section 71-5-353, Mississippi Code Of 1972, Which Provides For Workforce Training Funds, For The Purposes Of Possible Amendment; And For Related Purposes.

An Act To Provide That Any Elected Or Appointed Official That Participated In The Malicious Prosecution Of A Person Shall Be Held Personally Liable For All Costs Associated With The Prosecution; To Provide Other Penalties For Such Malicious Prosecution; To Require The Governing Authorities Or Agency That Employed The Official To Assess All Costs Of The Prosecution And Provide Such Information To The Judge Who Presided Over The Case In Which Malicious Prosecution Was Found; To Require The Judge To Issue An Order Requiring The Official Who Participated In The Prosecution To Pay All Costs; And For Related Purposes.

An Act To Create The Mississippi Commission On Wage Review; To Require The Commission To Examine The Wages Paid To Mississippi Employees, Both Public And Private, Establish Measurable Goals And Benchmarks For The State Of Mississippi Relating To Wages, And Submit A Report Of Its Findings To The Mississippi Department Of Employment Security And The Mississippi Legislature Every Two Years; To Establish The Membership Of The Commission; And For Related Purposes.

An Act To Create The Legislative Public Project Grant Program To Be Administered By The Community Services Division Of The Mississippi Development Authority; To Provide For The Development Of Criteria For Grants; To Provide An Application Process; To Provide That Grant Funds Will Be Distributed To The County In Which A Project Is Located; And For Related Purposes.

An Act To Require Payers For Health Care Services Authorized To Do Business In The State Of Mississippi By The Mississippi Insurance Department To Follow The Same Criteria For Determining The Reasonableness And Necessity Of Hospital Inpatient Admissions As Those Used Under Medicare Part A Commonly Referred To As The Two-midnight Rule; And For Related Purposes.

An Act To Provide That From And After October 1, 2022, The State Shall Not Provide Any Funding For The Existing Contract Between The Department Of Human Services And Any Private Entity For The Operation Of Child Support Collection And Enforcement Offices And/or Programs By The Private Entity For The Department; To Provide That After The Funding For The Contract Has Ended, The Department Shall Terminate The Contract And The Department Shall Perform All Of The Child Support And Enforcement Functions That Were Performed By The Private Entity For The Department Under The Contract; To Provide That The State Shall Not Be Subject To Any Monetary Penalties Or Be Liable For Any Monetary Payments To The Private Entity As A Result Of The Termination Of The Contract; To Amend Section 43-1-3, Mississippi Code Of 1972, To Prohibit The Department From Entering Into Any Contract On Or After The Effective Date Of This Act With A Private Entity For The Operation Of Child Support Collection And Enforcement Offices And/or Programs By The Private Entity For The Department; To Extend The Date Of The Repealer On This Section; And For Related Purposes.
