An Act To Create The Pregnancy Resource Act; To Authorize An Income Tax Credit, Insurance Premium Tax Credit And Ad Valorem Tax Credit For Voluntary Cash Contributions By Certain Taxpayers To Eligible Charitable Organizations; To Limit The Amount Of The Tax Credit; To Provide That Unused Portions Of A Tax Credit May Be Carried Forward For Five Consecutive Years From The Close Of The Tax Year In Which The Credit Was Earned; To Provide That Contributions For Which Tax Credits Are Claimed Under This Act May Not Be Used As Deductions For State Tax Purposes; To Provide The Criteria That An Eligible Charitable Organization Must Meet In Order For A Contribution To The Organization To Qualify For The Tax Credit Authorized By This Act; To Amend Section 27-7-22.41, Mississippi Code Of 1972, Which Provides An Income Tax Credit, Insurance Premium Tax Credit And Ad Valorem Tax Credit For Contributions Made By Certain Taxpayers To Certain Eligible Charitable Organizations, To Revise The Definition Of "eligible Charitable Organization"; To Add As Part Of The Required Written Certification A Statement That The Funds Generated From The Tax Credit Shall Be Used For Educational Resources, Staff And Expenditures And/or Other Purposes Described In This Section; To Delete Provisions That Require A Certain Portion Of Tax Credits That May Be Allocated Under This Section To Be Available Solely For Allocation For Contributions To Certain Eligible Charitable Organizations; To Increase The Amount Of Credits That May Be Allocated By The Department Of Revenue Under This Section; To Revise The Percentage Of Tax Credits That May Be Allocated During A Calendar Year For Contributions To Certain Eligible Charitable Organizations; To Authorize An Income Tax Credit For Taxpayers For Blood Donations Made By Employees Of A Taxpayer During A Blood Drive; To Amend Section 27-7-17, Mississippi Code Of 1972, As Amended By Senate Bill No. 2095, 2022 Regular Session, And House Bill No. 1529, 2022 Regular Session, To Conform To The Amendments Made By Both Bills; And For Related Purposes.

An Act To Amend Section 37-19-7, Mississippi Code Of 1972, To Provide That Any Licensed Employee Of A District Of Innovation Or School Of Innovation, Who Has Received Certification From A National Certifying Organization Governing Such Employee's Area Of Expertise And Serving Therein In Such Capacity As His Or Her Certification Requires, Shall Be Eligible To Receive An Annual Salary Supplement; To Require A School District That Changes The Assigned Role Of Any Licensed Employee Of The District Who Is Eligible To Receive An Annual Salary Supplement For National Certification To A Position That Does Not Qualify For Such Supplement To Compensate Such Employee With An Additional Local Supplement To Mitigate The Loss Of The Supplement He Or She Would Be Entitled To But For The Change In Position; To Amend Section 37-179-3, Mississippi Code Of 1972, In Conformity Thereto; And For Related Purposes.

An Act To Create The "grow Your Own Teacher Education Act" For The Purpose Of Establishing A Statewide Pilot Initiative, To Prepare Highly Skilled, Committed Teachers Who Will Teach In Hard-to-staff Schools And Hard-to-staff Teaching Positions; To Define Terminology; To Provide That The Initiative Is Created To Be Administered As A Grant Competition To Fund Consortia That Will Carry Out Grow Your Own Teacher Preparation Programs; To Require The Board Of Trustees Of State Institutions Of Higher Learning, Subject To Appropriation, To Allocate Funds To Grow Your Own Mississippi For The Purpose Of Administering The Program And Awarding Grants To Qualified Consortia; To Prescribe The Criteria Necessary For A Consortia To Be Eligible For Receipt Of A Grant; To Require Each Consortia Offer A Teacher Academy Pathway Option As A Tool To Recruit Qualified, High-quality High School Students For The Teaching Profession, To Prescribe The Minimum Requirements And Standards Of Operations For A Teacher Academy Program; To Require Every Program Under The Initiative To Implement A Program Of Forgivable Loans To Cover Any Portion Of Tuition, Books And Fees Of Candidates That Exceed The Candidates' Grants-in-aid; To Provide That Loans Shall Be Fully Forgiven If A Graduate Completes Three Years Of Service In Hard-to-staff Schools Or Hard-to-staff Teaching Positions; To Permit Grow Your Own Mississippi To Award And Administer Planning Grants To Potential Consortia; To Require The Board Of Trustees Of State Institutions Of Higher Learning To Contract For An Independent Evaluation Of Program Implementation By Each Participating Consortia And Of The Impact Of Each Program; To Amend Section 37-151-7, Mississippi Code Of 1972, In Conformity To The Preceding Provisions; To Bring Forward Section 37-15-38, Mississippi Code Of 1972, In Conformity To The Preceding Provisions; And For Related Purposes.

An Act To Amend Section 37-23-31, Mississippi Code Of 1972, To Authorize Students With Significant Developmental Disabilities, Complex Communication Needs, Significant Language Or Learning Deficits, Who Are Unable To Sufficiently Have Their Educational Needs Met Within Their Public School's Regular Or Special Education Program, To Receive Educational Instruction, Training And Special Education Services From A State-supported University Or College Authorized By The State Department Of Education To Provide Such Instruction And Training; To Authorize Qualified Instructors Who Hold The Appropriate Licensure Endorsements To Serve As The Lead Teacher For Children Enrolled Within The University-based Program (ubp) Through The Idea-part C And Idea-part B Eligibility And Placement Process; To Allow Certain Speech-language Pathologists And Educational Audiologists To Serve As The Lead Instructor With An Educator Serving As A Related Service Provider As Necessary To Meet The Educational Needs Of The Child; To Provide That The Justification For The Placement Of Exceptional Students Ages 3 To 21 Is Determined In Conjunction With The Local School District Through The Student's Iep; To Amend Section 37-23-35, Mississippi Code Of 1972, To Require Idea-part B And Preschool Allocations For The Educational Instruction For Public School Students Enrolled In A Ubp To Be Calculated By The State Department Of Education Based On The Number Of Students Placed In The Ubp By The Local Public School District; To Require The Department To Inform The Local School District Of The Amount Of Funds To Be Forwarded To The Ubp Providing The Educational Services On Instruction And Training; To Require A Collaborative Agreement Between The Local Public School District And The Ubp If The State-supported University Or College Charges The School District An Amount That Is In Excess Of The State And Federal Funds Allocated For Each Enrolled Special Education Student; To Require The Department To Distribute All Necessary State Funds Directly To The State-supported University Or College; And For Related Purposes.
