Digital Asset and Blockchain Technology Task Force - Establishment

Summary

HB470 establishes a temporary Digital Asset and Blockchain Technology Task Force in Maryland to study the growth, uses, risks, and policy implications of blockchain technology and cryptocurrency in the State. The task force is directed to examine the basic concepts of these technologies, their use in state and local government and private business, privacy and other risks, and the broader effects of the cryptocurrency industry on state revenues and energy consumption. It must also develop recommendations on how Maryland should use and regulate these technologies. The task force is composed of legislators, state officials, representatives from the financial services industry, an economics faculty member, and representatives of the Maryland Blockchain Association. The Office of Financial Regulation in the Department of Labor provides staff support, members serve without compensation but may be reimbursed for expenses, and the task force must report its findings to the Governor and the General Assembly by October 1, 2027. The act takes effect July 1, 2026 and sunsets on June 30, 2028 unless extended by the legislature.

Impact

The bill does not directly regulate cryptocurrency or blockchain activity; instead, it creates a study commission that may influence future state policy, regulation, and legislation. It affects the Maryland Department of Labor’s Office of Financial Regulation by assigning staff support duties, and it formally involves the Comptroller, Treasurer, Commerce, Information Technology, Labor, and Securities Commissioner in the policy review process. Its practical legal impact is to generate recommendations that could shape later changes to financial regulation, consumer protection, energy policy, and public-sector technology use.

Sentiment

The bill appears to have broad support and a generally favorable reception. It passed the House and Senate overwhelmingly, with 126-7 in the House and 46-0 in the Senate, indicating strong bipartisan agreement on the value of studying digital assets and blockchain technology. The committee report was favorable with amendments, suggesting support for the concept along with some refinement to the task force structure or scope.

Contention

There is little evidence of major controversy in the available record, but the bill’s subject matter suggests the main policy tensions are around balancing innovation with regulation. The task force is specifically asked to consider privacy risks, state revenue effects, and energy consumption, which are common areas of concern for critics of cryptocurrency. Any contention likely centers on whether Maryland should encourage blockchain adoption, how aggressively to regulate digital assets, and whether the industry’s benefits outweigh environmental, consumer-protection, and fiscal risks.
