Maryland Senate Bill SB914

Introduced
2/3/25

Caption

Baltimore County Public Library – Collective Bargaining – Supervisory Employees

Summary

SB914 would expand collective bargaining rights for certain supervisory employees of the Baltimore County Public Library. The bill authorizes those employees to form, join, and participate in an employee organization and engage in related collective bargaining activities, and it creates a framework under which the library may have up to two bargaining units: one for non-supervisory employees and one for supervisory employees. It also states that the bill does not disturb bargaining units already recognized, or collective bargaining agreements already entered into, on or before June 30, 2025. The bill makes conforming changes to the Education Article provisions governing the library’s labor relations. It revises the definitions and standards used to distinguish management employees from supervisory employees, renaming certain references from “supervisory” to “management” employee and clarifying that a title alone is not enough to determine status. It also updates the provision governing submission of collective bargaining terms to the County Executive, tying that process to the relevant sections of the subtitle as renumbered by the bill.

Impact

If enacted, SB914 would amend Maryland law in the Education Article provisions specific to the Baltimore County Public Library by adding a new bargaining-unit structure for supervisory employees and adjusting the statutory definitions used to classify employees for labor-relations purposes. The bill would likely affect the library, its supervisory staff, existing employee organizations, and county officials involved in reviewing collective bargaining agreements and funding implications. It takes effect July 1, 2025, and preserves existing recognized units and agreements entered into before June 30, 2025.

Sentiment

Based on the bill text and the absence of recorded committee testimony or votes in the provided materials, the measure appears to be a targeted labor-relations bill with a generally pro-collective-bargaining orientation. Its purpose is framed as expanding organizing and bargaining rights for supervisory employees while maintaining continuity for existing labor arrangements. No formal vote history or transcript evidence is available here to show broader support or opposition.

Contention

The main potential point of contention is the extension of collective bargaining rights to supervisory employees, which can raise concerns about management authority, bargaining-unit boundaries, and whether certain employees should be classified as management rather than supervisory. The bill addresses that issue by refining the statutory test for management status and by limiting the number of bargaining units. Another possible issue is the bill’s preservation clause, which protects existing units and agreements, suggesting an effort to avoid disruption while still changing the labor framework going forward.
