Provides for teacher certification and professional development with respect to numeracy (EN INCREASE LF EX See Note)

New hires in those grade bands must document completion within two years of employment. The law further requires public school governing authorities to provide numeracy coaches, at minimum for K-3 mathematics teachers, to support on-site training, demonstration lessons, co-teaching, observation, and feedback. The State Board of Elementary and Secondary Education must adopt rules to implement the section, and the act limits implementation to available funding, stating that no state funds or obligated federal funds may be used unless the expenditures are allowable under applicable guidelines.
HB 321 amends Louisiana Revised Statutes Title 17 by adding a new teacher certification requirement in R.S. 17:8.1 and expanding R.S. 17:24.13 to mandate numeracy professional development and coaching for specified public school teachers.
