(Constitutional Amendment) Relative to management of public postsecondary education, abolishes the Board of Regents and the management boards and transfers their powers, duties, and responsibilities to a newly created Louisiana Postsecondary Education Board of Trustees (OR SEE FISC NOTE GF EX)
Requests the state Department of Education, the State Board of Elementary and Secondary Education, the Board of Regents, and postsecondary education management boards to promote artificial intelligence education for students and to encourage professional development relative to artificial intelligence for faculty and staff
Provides requirements for public postsecondary education management boards relative to core curricula, hiring and employment, faculty deliberative bodies, and nonacademic disciplinary proceedings and prohibits institutions from expending certain funds under certain circumstances (OR SEE FISC NOTE GF EX)
BUDGETARY CONTROLS: Directs the Board of Regents and certain Boards of Supervisors of public postsecondary education institutions to conduct a fiscal review of all state and federal funds expended in furtherance of certain executive budget objectives and to transmit their findings to the legislative auditor for consolidation into a written report to the legislature (EG SEE FISC NOTE GF EX)
Commends and recognizes Film Louisiana for its contributions to economic development and designates April 15, 2026, as Film Louisiana Day at the Louisiana State Capitol
Requests the health profession licensing boards to work with the commissioner of administration to identify funds from their cash and cash equivalent year-end balances that can be transferred into the state general fund.
