Use of fabricated media. Defines "fabricated media" as recorded audio, a recorded image, or recorded video of an individual's speech, appearance, or conduct: (1) that has been altered without the individual's consent such that: (A) the media conveys a materially inaccurate depiction of the individual's speech, appearance, or conduct; and (B) a reasonable person would be unable to recognize that the recording has been altered; or (2) in which an artificially generated audio or video imitation of an individual that: (A) has been created without the individual's consent; and (B) is sufficiently lifelike that a reasonable person would be unable to distinguish the speech or appearance of the imitation from the speech or appearance of the individual; is used to convey a fictional depiction of the individual's speech, appearance, or conduct. Provides that a person who pays for or sponsors a political campaign advertisement that: (1) expressly advocates for the defeat of a clearly identified candidate; and (2) includes fabricated media that: (A) depicts the identified candidate; and (B) was created without the consent of the identified candidate; commits a Class A misdemeanor and is subject to a civil action by the identified candidate. Provides that a person that pays for the creation of a publicly disseminated advertisement that: (1) includes fabricated media depicting a living individual without the consent of the individual; or (2) includes fabricated media depicting a deceased individual without the consent of the person entitled to exercise and enforce the individual's rights of publicity; commits a deceptive act that is actionable by the attorney general and is subject to a civil action by the individual or by the person entitled to exercise and enforce the individual's rights of publicity.

Establishes a tax of 50% of the fair market value of a single family residence for each single family residence acquired by an applicable taxpayer after the applicable date. Establishes a maximum number of single family residences that may be owned by an applicable taxpayer after the applicable date for purposes of calculating an annual tax on any excess single family residences.

Fair and open competition for public projects. Provides that a public agency may not do any of the following: (1) Require a potential bidder on a public works project to provide any information that the potential bidder considers confidential or proprietary as a requirement for the public agency finding the bidder to be a responsive or responsible bidder. (2) By rule, ordinance, or any other action relating to contracts for public works projects for which competitive bids are required impose any requirement that directly or indirectly restricts potential bidders to any predetermined class of bidders defined by experience on similar projects, size of company, union membership or requiring the use of union labor, or any other criteria. (3) Take certain actions based on a bidder's, offeror's, or contractor's entering into, refusing to enter into, adhering to, or refusing to adhere to an agreement with a labor organization.

Special service review team and emergency placement. Establishes the special service review team to review denied applications and applications for which a determination has not been made for the community integration and habilitation waiver. Limits the geographical area of review. Establishes reporting requirements. Requires the division of disability and rehabilitative services to obtain consent from a waiver applicant in order to share the application and information accompanying the application with the review team. Provides immunity for an employee who obtains consent and provides the information in good faith. Provides that the review team expires December 31, 2026. Makes changes to the situations in which an emergency placement priority may be provided for individuals under a Medicaid waiver.

Public employers. Prohibits a public employer from requiring or stating a preference for a postsecondary degree for employment, rejecting an applicant solely on the basis of the applicant lacking a postsecondary degree, or giving preferential treatment to an applicant who holds a postsecondary degree. Provides an exemption if the job duties require a postsecondary degree and the public employer demonstrates the necessity of a specific postsecondary degree in the job posting. Requires a public employer to provide written notice to each applicant who has been eliminated from hiring consideration. Allows an applicant to appeal a hiring decision to the department of labor (department) if the applicant believes the decision was based on the applicant's lack of a postsecondary degree. Allows any person to report to the department a job posting that includes a requirement or preference for a postsecondary degree and fails to include an explanation of the necessity of the postsecondary degree. Requires the department to take certain actions if an appeal or a report is substantiated by the department.

Allows a member of the 1925 police pension fund, 1937 firefighters' pension fund, 1953 police pension fund (Indianapolis), or 1977 police officers' and firefighters' pension and disability fund to withdraw from the deferred retirement option plan (DROP) and make an election to enter the DROP for a second time not earlier than three years after the date the member withdrew from the DROP. Provides that a member may make an election to enter the DROP only twice in the member's lifetime.

State administration of federal BEAD program. Specifies that the existing Indiana statute concerning the awarding of grants by the office of community and rural affairs for certain eligible broadband projects does not apply to subgrants awarded by the Indiana broadband office (office) under the federal Broadband Equity, Access, and Deployment (BEAD) Program (program). Establishes a new Indiana Code chapter governing the administration of the program by the office. Requires the office to administer the program in Indiana in compliance with all mandatory provisions set forth in: (1) the federal Infrastructure Investment and Jobs Act (Act); and (2) the BEAD Notice of Funding Opportunity (BEAD NOFO); with respect to the program. Provides that before awarding a subgrant to an eligible broadband service provider during any round of funding under the program, the office shall submit to the budget committee for review the proposed amount and terms of the subgrant. Provides that in awarding subgrants for the deployment of a broadband network using program funds, the office may not exclude cooperatives, nonprofit organizations, public-private partnerships, private companies, public or private utilities, public utility districts, or local governments from eligibility for those funds, as set forth in the Act. Provides that the final proposal submitted by the office to the National Telecommunications Information Administration (NTIA) with respect to the program must include the specifications for the required low cost broadband service option that are set forth in the office's initial proposal, as submitted to and approved by NTIA.

Establishes an exception for a health carrier. Specifies that a health care provider, health care entity, or a health carrier may not be subject to discrimination and certain other acts and liability for declining to provide the health care service. Establishes a civil action for a violation of these provisions. Provides that a person who prevails in a civil action is entitled to certain relief.

Worker classification on public projects. Requires a contractor in any contractor tier except for tier 1 (a general or prime contractor) on a: (1) public works project; or (2) tax advantaged construction project; to complete a weekly report of wages and hours of the contractor's employees who work on the project. Requires the department of labor to employ an investigator to investigate complaints of employee misclassification. Provides that the investigator shall be located at the Marion County prosecutor's office. Extends certain protections to an employee who reports, complains, or testifies about employee misclassification.
