Designation of state nickname. Provides that "The Hoosier State" is designated as the official nickname of the state of Indiana. Provides that the designation is to recognize and memorialize the legacy of Harry Hoosier. Makes certain findings in recognizing Harry Hoosier as the namesake of The Hoosier State.

Health information and BMV records. Provides that an identifying symbol for a medical condition on a driver's license, permit, or identification card may also be used to indicate an autism spectrum disorder. Requires an application for a driver's license, a permit, or an identification card to enable an applicant to indicate that the applicant has a medical condition of note and wishes to have information concerning the medical condition accessible to the state police department. Requires the bureau of motor vehicles (BMV) to disclose this information to the state police department. Requires the state police department to enter the information into the Indiana data and communications system computer. Prohibits the BMV and state police department from disclosing the information.

Coverage for cancer screening and prescriptions. Requires a state employee health plan to cover supplemental breast examinations. Requires a policy of accident and sickness insurance and a health maintenance organization to cover diagnostic breast examinations and supplemental breast examinations. Provides that the coverage of diagnostic breast examinations and supplemental breast examinations may not be subject to any cost sharing requirements. Prohibits a state employee health plan, a policy of accident and sickness insurance, and a health maintenance organization that provides coverage for advanced, metastatic cancer and associated conditions from requiring that, before providing coverage of a prescription drug, the insured fail to successfully respond to a different prescription drug or prove a history of failure of a different prescription drug.

Unsolicited home purchase inquiries. Provides that Indiana law regulating telephone sales calls applies to a telephone solicitation that: (1) is made by a telephone solicitor that is not a licensed real estate broker; and (2) communicates to a consumer: (A) an offer to purchase; (B) an offer to broker, or otherwise assist or act as an intermediary in, the sale of; or (C) an inquiry regarding the consumer's interest in selling; residential real property that was not publicly offered for sale, or advertised as being for sale, at any time during the 30 days preceding the date on which the telephone solicitation is made (unsolicited home purchase inquiries). Provides that a telephone solicitor that is not a licensed real estate broker may not make more than one unsolicited home purchase inquiry to the same Indiana resident in a single calendar year. Makes a technical correction.

Advanced practice registered nurses. Removes the requirement that an advanced practice registered nurse (APRN) have a practice agreement with a collaborating physician. Removes a provision requiring an APRN to operate under a collaborative practice agreement or the privileges granted by a hospital governing board. Removes certain provisions concerning the audit of practice agreements. Allows an APRN with prescriptive authority to prescribe a schedule II controlled substance for weight reduction or to control obesity. Makes conforming changes.

Right to repair. Requires a manufacturer of a piece of agricultural equipment that is sold in Indiana, subject to certain exceptions, to: (1) provide to an independent service provider or owner of the agricultural equipment any service documentation the manufacturer provides to its authorized service providers; and (2) make available for purchase, upon reasonable terms, any part or tool the manufacturer provides to its authorized service providers. Provides that a violation of the requirements is: (1) actionable by the attorney general; and (2) subject to the remedies and penalties that apply to a deceptive consumer sales practice.

Curriculum reform. Establishes the high school curriculum reform committee. Requires each school corporation, charter school, and state accredited nonpublic elementary school to include cursive writing in its curriculum.

Development restrictions on slopes. Prohibits a unit from preventing development exclusively on the basis of slope, if the predevelopment slope of the site is less than 25%, unless the site is within a watershed area of a reservoir that is a source of a municipality's drinking water.

Crimes against unborn child. Provides that a pregnant woman charged with a drug crime may be referred to the forensic diversion program or a drug court at an initial hearing.

Classroom based violence prevention program. Requires a school safety plan to include a plan to implement a classroom based violence prevention program for students.

Maternal health. Requires the Indiana department of health (department) to develop a program to award grants to certain community based programs to reduce the prevalence of maternal mortality in Indiana. Requires the department to collaborate with the statewide maternal mortality review committee in developing the program. Provides that the department shall establish workgroups to assist in developing the program. Allows the department to adopt rules to administer the chapter.

Resident tuition rate. Provides that an individual who meets certain conditions is eligible for the resident tuition rate as determined by the state educational institution. Requires such an individual to verify that the individual meets the criteria to receive the resident tuition rate.

Mental health care for first responders. Establishes the Indiana first responders mental health wellness fund and program (fund and program). Provides that the division of mental health and addiction of the office of the secretary of family and social services (division) shall administer the fund and program. Provides that a first responder who meets certain requirements may apply to the division for: (1) costs associated with the first responder's active participation in a mental health treatment plan as determined by a psychologist or physician treating the first responder; and (2) compensation if the first responder is unable to work. Establishes requirements for obtaining compensation. Makes a continuous appropriation.

School safety. Provides that a school safety plan developed by a school corporation or charter school must establish an armed intruder drill protocol. Requires safe school committees to develop a policy that considers the effect of armed intruder drills on the safety and mental health of students, faculty, and staff. Prohibits an armed intruder drill that includes sensory components or activities from: (1) requiring student participation; or (2) taking place during regular school hours if a majority of the student body is present on school property. Allows a school corporation or charter school that: (1) employs a school resource officer; or (2) enters into a contract or a memorandum of understanding with a local law enforcement agency, private entity, or nonprofit corporation to employ a school resource officer; to participate in the 1977 fund. Provides that a school resource officer hired or rehired after June 30, 2024, who is a member of the 1977 fund shall remain in the 1977 fund. Provides that a school resource officer may become a member of the 1977 fund by meeting certain age and training requirements. Makes corresponding changes.

Governance of public-private agreements. Requires a governmental body to entertain more than one bidder before entering into a public-private agreement for a qualifying project. Provides that for both performance and payment bonds, the amount must be an amount not less than 100% of the cost to design and construct the qualifying project. Requires the operator to perform at least 30% of the work on the qualifying project. Requires the governmental body and the operator to provide full disclosure in the public-private agreement and to the public of any imputed interest rate regarding the qualifying project. Requires the governmental body to report to the department of local government finance the amount and duration of any availability payment related to the qualifying project. Requires the governmental body to hold a public comment hearing regarding the necessity of the qualifying project.
