Maternal mortality information. Requires the statewide maternal mortality review committee (committee) to: (1) promote greater diversity and community engagement in maternal mortality review; (2) conduct a comprehensive review of maternal health data collection process and quality measures to consider certain maternal mortality concerns; and (3) conduct a comprehensive study on maternal mortality and severe maternal morbidity among Native American pregnant and postpartum individuals. Appropriates $1,000,000 to the committee to carry out the comprehensive studies.

Business associations. Provides that the definitions for the uniform business organizations code apply to agricultural cooperatives. Removes the requirement that articles of incorporation for agricultural cooperatives must be acknowledged by at least one incorporator before a notary public. Provides that the uniform business transactions act applies to agricultural cooperatives for certain purposes. Adds business trusts and agricultural cooperatives to lists of entities that the secretary of state may revoke registrations for or dissolve. Makes conforming changes. Amends the statute concerning the securities restitution fund (fund) as follows: (1) Provides that 2% of funds received from fees and revenues from the administration of the Indiana Uniform Securities Act must be deposited in the fund instead of the state general fund. (2) Provides that any amount of the balance of the fund at the end of a particular state fiscal year that exceeds $2,000,000 reverts to the state general fund. (3) Provides that to ensure the financial viability of the fund, the securities commissioner may: (A) divide into installments; (B) delay; or (C) divide into installments and delay; any payments owed to claimants.

Social media. Requires the office of technology to restrict access to TikTok or WeChat applications or any other applications developed by ByteDance Limited or Tencent Holdings Limited, and prohibits persons from accessing those applications or visiting those websites on a state owned, operated, or maintained device. Imposes a surcharge tax on social media providers. Defines "social media provider" as a social media company that: (1) maintains a public social media platform; (2) has more than 1,000,000 active Indiana account holders; (3) has annual gross revenue derived from social media advertising services in Indiana of at least $1,000,000; and (4) derives economic benefit from the data individuals in Indiana share with the company. Provides that the surcharge tax is equal to: (1) the annual gross revenue derived from social media advertising services in Indiana in a calendar year multiplied by 7%; plus (2) the total number of the social media provider's active Indiana account holders in a calendar year multiplied by $1. Establishes the online bullying, social isolation, and suicide prevention fund (fund) for the purposes of providing: (1) online bullying prevention; or (2) social isolation and suicide prevention; training and research for counselors and educational institutions. Provides that the division of mental health and addiction shall administer the fund. Transfers the revenue from the surcharge tax to the fund. Makes an appropriation.

Ballot access for major and minor parties. Provides that the term "major political party" refers to: (1) with respect to the state, any of the parties whose nominees received more than 2,500 votes statewide for secretary of state in the last election; or (2) with respect to a political subdivision, any of the parties whose nominees received more than 250 votes in that political subdivision for secretary of state in the last election. Provides that a political party whose nominee received at least 2,500 votes but less than 25% of the votes cast for secretary of state at the last election shall nominate the party's candidates at a state convention and for certain local offices at a county convention. Permits a petition of nomination for an independent or minor political party to be signed by 250 registered voters in the election district that the candidate seeks to represent.

Instruction on human sexuality. Requires instruction in state accredited schools on human sexuality or sexually transmitted diseases to be based on information that is medically and scientifically accurate and age appropriate. Lists the criteria that instruction on human sexuality and sexually transmitted diseases must meet.

Gender transition procedures for minors. Prohibits a physician or other practitioner from: (1) knowingly providing gender transition procedures to an individual who is less than 18 years of age (minor); and (2) aiding or abetting another physician or practitioner in the provision of gender transition procedures to a minor. Specifies certain medical exceptions. Establishes civil enforcement actions.

Adoptions. Provides that certain consent to adoption may be withdrawn not later than 15 days after the consent to adoption is signed and that certain persons must file a motion to contest an adoption after receiving certain notice. (Current law allows 30 days to withdraw.) Allows a consent to adoption to be executed or acknowledged in court, in person or by video conferencing. Requires a man to consent to the adoption of a child if he has established paternity and is a biological parent of the child to be adopted. Provides that a court may only require the consent to adopt of a man who has established paternity but is not a biological parent of the child if it is in the best interest of the child to require his consent. Specifies that consent to adopt of a deceased person is not required. Requires a court to expedite certain adoption proceedings.

Retail recycling machine sales tax exemption. Provides a temporary sales and use tax exemption (exemption) for the purchase of a beverage container processing mechanism by retail merchants, professional sports or entertainment venues, airports, or institutions of higher education. Requires the legislative services agency to evaluate the exemption's effectiveness and economic impact one year before its expiration.

Sale of cold alcoholic beverages. Makes it a Class B misdemeanor for a grocery store or drug store to sell an iced or cooled alcoholic beverage. (Current law prohibits the sale of iced or cooled beer by a grocery store or drug store.) Specifies that a package liquor store may sell any alcoholic beverage iced or cooled. Makes conforming amendments.

IDAs and neighborhood assistance credits. Replaces the term "community development corporation" in statutes concerning individual development accounts (IDA) with the term "community based organization" and makes conforming changes throughout the Indiana Code to reflect that change. Provides that: (1) $1,500 (rather than $800) is eligible for a state deposit in an individual's individual development account (account); (2) the allocation, for each account that has been established for not more than five years, is $3 for each $1 of the first $1,500 (rather than the first $400) an individual deposited into the individual's account during the preceding 12 months; and (3) the amount of the allocation may not exceed $4,500 (rather than $2,400) for each account. Makes various changes to the neighborhood assistance tax credit.

IMPD park rangers. Provides that a special law enforcement officer employed by the city of Indianapolis full time after June 30, 2023, to perform park ranger duties (park ranger) is subject to the same training requirements as regular law enforcement officers. Provides that the facilities of the Indiana law enforcement academy must be used to provide a park ranger with the required basic training. Provides that a park ranger is eligible for a line of duty death benefit from the state special death benefit fund.
