Protection of life. Repeals the statutes authorizing and regulating abortion. Finds that human physical life begins when a human ovum is fertilized by a human sperm. Asserts a compelling state interest in protecting human physical life from the moment that human physical life begins. Provides that court decisions to enjoin the law are void. Specifies the duty of Indiana officials to enforce the law. Specifies that federal officials attempting to enforce contrary court orders against Indiana officials enforcing the law shall be subject to arrest by Indiana law enforcement. Redefines "human being" for purposes of the criminal code to conform to the finding that human physical life begins when a human ovum is fertilized by a human sperm. Makes other conforming changes.

Physician noncompete agreements. Specifies a process by which a physician or employer may require binding arbitration to determine a reasonable price to purchase a release from a noncompete agreement.

Income tax credit for donations. Provides for an adjusted gross income tax credit for donations to a public school foundation. Provides that the maximum individual taxpayer credit is $2,000 in the case of a single return and $4,000 in the case of a joint return. Provides that the maximum corporate taxpayer credit is the greater of 10% of the corporation's total adjusted gross income tax liability or $10,000. Makes the credit refundable.

Practitioner discipline. Amends the definitions of "practitioner", for purposes of the health professions and professional standards of practice laws, to include individuals who held a license, certificate, registration, or permit when the alleged violation of the standard of practice occurred. Specifies that an individual who: (1) held a license and the license's current status is inactive, surrendered, expired, revoked, or suspended; and (2) engages in conduct in Indiana that requires a license; is subject to the same penalties as an individual who practiced without a license in violation of the law. Provides that if an individual has a conviction or judgment for practicing without a license in violation of the law, in addition to any other penalty, the court shall impose a fine equal to the amount of any fee or other compensation earned in the commission of the offense. Makes conforming changes.

Tax sales. Adds language requiring that: (1) a tax sale certificate delivered to a purchaser other than a tax sale certificate issued to a county; and (2) an assignment of a purchaser's tax sale certificate; be recorded in the county recorder's office.

Regional water or sewer district service areas. Provides that the services in those parts of a regional water, sewage, or solid waste district (district) in which they are provided or made available by the district shall not be curtailed or limited by: (1) the inclusion of all or part of the district's territory, by annexation or otherwise, within the boundaries of: (A) any municipality; or (B) the service territory of another provider of the same services; or (2) the granting of any private franchise to provide the same services within all or part of the district's territory; during the term of any loan under which the district is obligated, regardless of whether the loan is made by a public or private lender. Provides that the occurrence of any of these events does not require a district to secure any franchise, license, or permit as a condition to continuing to provide service to any part of the district's territory served by the district at the time of the occurrence of the event.

Alcoholic beverage permits in districts. Allows a district that meets certain requirements to be issued not more than 10 new alcoholic beverage permits for restaurants located within the district or within 700 feet of the district. Changes population parameters to reflect the population count determined under the 2020 decennial census.

Prohibiting bullying in schools. Requires the governing body of a school corporation to: (1) require a school corporation to prioritize the safety of a targeted student of an act of bullying; (2) require a school corporation to report an act of bullying to the parents of a targeted student within three business days and the parents of an alleged perpetrator within five business days after the incident is reported; (3) require a school corporation to approve the transfer of a targeted student of an act of bullying to another school in the school corporation; and (4) allow certain parents to review audiovisual materials that contain graphic sexual or violent content used in a bullying prevention or suicide prevention program.

Virtual public meetings during disaster emergency. Restricts the circumstances in which the governing body of a state or local public agency may hold a virtual meeting during a declared disaster emergency without any of the governing body members physically present.

Individual adjusted gross income tax. Increases the state income tax exemption from $1,000 to $2,500 for an individual, and from $1,000 to $2,500 for each spouse in the case of a joint return. Exempts the first $15,000 of adjusted gross income from the state income tax.

Small loan finance charges. Changes the current incremental finance charge limits that apply to a small loan to a maximum annual rate. Prohibits making, or taking other actions with respect to, a small loan with a greater rate or amount of interest, or other fees and charges, than allowed under the statute governing small loans. Prohibits a credit services organization from providing certain functions with respect to a small loan and makes a violation a deceptive act.

Risk management and catastrophic liability funds. Permits the commissioner of the department of insurance to cease operation of the political subdivision risk management fund and the political subdivision catastrophic liability fund upon a determination by the commissioner that: (1) all members have withdrawn from the fund; and (2) all payment of liabilities of former members of the fund have been determined and finalized. Removes a requirement that notice of a claim against a political subdivision be provided to the political subdivision risk management commission.

Health insurance transparency. Specifies that the compliance of a practitioner and a provider facility with federal law meets the good faith estimate requirements concerning health service costs. Allows the commissioner of the department of insurance to issue an order to discontinue a violation of a law (current law specifies orders or rules). Requires a domestic stock insurer to file specified information with the department of insurance. Prohibits a health plan from requiring a health care provider to submit a prior authorization request to a third party and requires the health plan to transmit the request to the third party through secure electronic transmission. Amends the deadline by which a health plan must respond to a nonurgent care prior authorization request. Requires a health plan to offer a health care provider that submitted a prior authorization and received an adverse determination the option to request a peer to peer review by a clinical peer concerning the adverse determination. Requires a health plan to post notice of a technical issue with its claims submission system on the health plan's Internet web site. Requires a health plan to post on its Internet web site not later than February 1 of each year: (1) the 30 most frequently submitted CPT codes in the previous calendar year; and (2) the percentage of the 30 most frequently submitted CPT codes that were approved in the previous calendar year. Establishes an approval process for a health plan's proposed premium rate increase of 5% or greater as compared to the previous calendar year. Prohibits an insurer and a health maintenance organization from altering a CPT code for a claim unless the medical record of the claim has been reviewed by an employee who is a licensed physician. Requires an insurer and a health maintenance organization to provide a contracted provider with a current reimbursement rate schedule: (1) every two years; and (2) when three or more CPT code rates change in a 12 month period. Urges the study by an interim committee of prior authorization exemptions for certain health care providers.

Motor vehicle insurance for foster children. Establishes the insuring foster youth trust fund (fund). Provides that the department of child services shall administer the fund. Provides that the money in the fund may be used to provide payments to foster youth to help defray the cost of: (1) automobile insurance coverage for foster youth; and (2) not more than 44 of the 50 hours of supervised driving practice for foster youth. Provides that a state or local government agency, a foster parent, or an entity providing services shall not be liable for any damages resulting from a foster youth's operation of an automobile owned and insured by the foster youth. Makes conforming changes. Makes an appropriation.

Law enforcement training board. Changes the membership of the law enforcement training board. Requires the creation of certain statewide policies and training programs. Requires the creation of minimum standards for certain best practices.
