Collection of veteran status information. Requires the bureau of motor vehicles to report to the department of veterans' affairs not later than December 31 of each year certain information maintained in the bureau's data base regarding: (1) an individual's status as a veteran or surviving spouse of a veteran; and (2) indication of status on an individual's driver's license, permit, or identification card as a veteran's surviving spouse. Requires the veterans' affairs commission to provide a list to state and county agencies that interact with the public the following information: (1) Services available to veterans. (2) The names, telephone numbers, Internet web sites, and addresses of state agencies that offer services to veterans. (3) The names, telephone numbers, and addresses of other public and private entities that offer services to veterans.

Beer wholesalers and mixed beverages. Provides that a beer wholesaler may possess, transport, sell, and deliver mixed beverages only to a person who holds certain alcohol permits. Allows a beer wholesaler to sell, donate, transport, and deliver mixed beverages to certain qualified organizations. Requires the alcohol and tobacco commission to adopt certain rules regarding mixed beverages. Provides that a beer wholesaler's bona fide regular employees may purchase mixed beverages from the wholesaler in an amount not to exceed 18 liters at any one time. Provides that a beer wholesaler permittee may not extend credit for the sale of mixed beverages. Provides that a beer wholesaler that wholesales mixed beverages may not be required to apply for or maintain a liquor wholesaler's permit or to pay a fee to wholesale mixed beverages. Provides that a beer wholesaler that wholesales mixed beverages may keep or store mixed beverages at certain premises. Modifies the definition of "liquor" and adds a definition of "mixed beverage".

Climate and environmental justice task force. Establishes the climate and environmental justice task force (task force). Provides that the task force consists of 17 members. Requires the task force to: (1) develop a climate action plan that recommends policies the state should implement to systematically mitigate climate change, facilitate adaptation to the effects of climate change in Indiana, and simultaneously enhance statewide economic development; and (2) not later than November 1, 2022, submit the climate action plan to the executive director of the legislative services agency for distribution to the members of the general assembly and the governor. Requires the utility regulatory commission, not later than June 1, 2022, to issue a report forecasting the greenhouse gas emissions that will be produced by the power generation of Indiana's investor owned utility companies in each year from 2022 to 2050, based on the investor owned utility companies' current integrated resource plans.

Child exploitation and child pornography. Provides that a person who knowingly or intentionally produces, disseminates, or possesses with intent to disseminate an image that depicts or describes sexual conduct: (1) by a child who the person knows is less than 18 years of age; (2) by a child who appears to be less than 18 years of age and the representation of the image is obscene; or (3) that is a representation of a child who appears to be less than 18 years of age and the representation of the image is obscene; commits the offense of child exploitation. Provides that a person who knowingly or intentionally receives, possesses, or accesses with intent to view an image that depicts or describes sexual conduct: (1) by a child who the person knows is less than 18 years of age; (2) by a child who appears to be less than 18 years of age and the representation of the image is obscene; or (3) that is a representation of a child who appears to be less than 18 years of age and the representation of the image is obscene; commits the offense of possession of child pornography. Specifies that it is not a required element of the offense of child exploitation or possession of child pornography that the child depicted actually exists under certain circumstances. Defines "image". Makes conforming changes.

Child custody and parenting time. Adds stalking to the definition of "domestic or family violence" for purposes of family and juvenile law. Amends as follows the factors a court must consider in determining child custody: (1) Provides that more consideration must be given to the wishes of the child if the child expresses fear of a parent, or of a family or household member of a parent, based on past conduct of the parent or family or household member that is contrary to the child's best interests. (2) Provides that the court shall consider the degree to which the custody determination will allow continuity of the child's relationship with the child's parent or parents, the child's siblings, and any other person who may significantly affect the child's best interests. (3) Provides that the court shall consider the degree to which the custody determination will ensure the mental and physical health and safety of the child. (4) Provides that if the court finds evidence of a pattern of domestic or family violence committed by either parent, or by a family or household member of either parent, the court shall consider the degree to which the custody determination will safeguard the child, or a parent of the child, from the domestic or family violence. (5) Provides that the court shall consider whether either parent, or a family or household member of either parent, is the subject of a protective order with respect to which: (A) the child or the other parent is a protected party; and (B) the issuing court found that the subject of the protective order committed domestic or family violence against the protected party. (6) Provides that the court shall not weigh a parent's housing instability against the parent for purposes of determining custody if the court finds that the parent's housing instability: (A) is the result of domestic or family violence committed against the parent; and (B) has persisted for not more than six months since the most recent incidence of domestic or family violence. Provides that if the court in a child custody action finds evidence of a pattern of domestic or family violence committed by either parent, or by a family or household member of either parent, or finds that the child or a parent of the child is at risk of domestic or family violence by a parent or by a family or household member of a parent, the court shall: (1) include in the court's custody order any condition or restriction the court considers reasonably necessary to safeguard the child, or a parent of the child, from the domestic or family violence; and (2) annually review the custody order to determine whether the condition or restriction continues to be in the child's best interests. Provides for the imposition of conditions, restrictions, or supervision requirements in a parenting time order if the court finds that a noncustodial parent, or a family or household member of the noncustodial parent, has been convicted of a crime involving domestic or family violence or has demonstrated a pattern of child abuse or neglect or a pattern of domestic or family violence, and requires the court to annually review the parenting time order to determine whether continuation of the condition, restriction, or supervision requirement continues to be in the child's best interests. Provides that for purposes of making a determination regarding parenting time, a court may consider an unsubstantiated or substantiated report of child abuse or neglect as evidence of a pattern of child abuse or neglect only on the basis of the court's de novo review of the report. Provides that a court shall not award attorney's fees, court costs, or other litigation expenses to the prevailing party in a parenting time action on the basis of the action having been brought frivolously or vexatiously if the court finds that the party that brought the action: (1) brought the action in good faith; and (2) reasonably believed the action was necessary to protect the child. Requires a court that appoints a guardian ad litem in a child custody or parenting time action to, if practicable, appoint a guardian ad litem who has received training concerning child abuse, domestic abuse, and the effect of child abuse and domestic abuse on a child. Allows the office of judicial administration to establish a continuing education program for judges and court personnel regarding child abuse and neglect.

Animal facility fire safety. Defines "animal facility". Makes it a Class C infraction if an animal facility fails to have: (1) certain automatic fire sprinkler systems; (2) certain automatic fire alarm systems; or (3) staff present at all times when dogs or cats are on the premises. Requires the state fire marshal to annually inspect certain animal facilities to determine compliance with fire sprinkler and fire alarm laws.

Radon testing in school buildings. Requires the person or entity having authority over a public school building to test for radon in the lowest level of the school building before January 1, 2025, and report the test results to the state department of health. Requires the state department of health to record the test results in a data base and to use the data base in its efforts to reduce the health risks of radon to the people of Indiana.

Old forest areas in state forests. Requires the department of natural resources (department) to designate at least one undivided area comprising at least 10% of each state forest as an old forest area before January 1, 2023. Provides that the size of a designated old forest area must be at least 500 acres wherever possible. Sets forth certain purposes to guide the department in designating old forest areas. Prohibits the department from conducting or allowing timber management in old forest areas. Requires the department to produce and keep on file maps and legal descriptions of the designated old forest areas. Provides that the designation of the old forest areas may not affect: (1) hunting, fishing, and other recreational uses of the state forests; (2) maintenance of access roads in the state forests; or (3) rights of access through the state forests.

Worker's compensation. Provides that if, after the occurrence of an accident, compensation is paid for temporary total disability or temporary partial disability, then the two year limitation period to file an application for adjustment of claim begins to run on the last date for which the compensation was paid. Increases benefits for injuries and disablements by 3% each year for four years, beginning on July 1, 2023. Adds an ambulatory outpatient surgical center to the definition of "medical service facility" under the worker's compensation law. Makes certain changes to the definition of "pecuniary liability". Establishes clean claim payment requirements related to worker's compensation claims. Removes outdated language. Makes conforming amendments.
