Provides that no out-of-state person or entity may enforce or carry out the laws, including administrative rules, of another state to inspect grounds or facilities located in Indiana and used for the production or raising of livestock, poultry, dairy products, or eggs. Provides that only in-state regulators with authority under Indiana law may enforce and carry out the laws, including administrative rules, of Indiana to inspect grounds or facilities located in Indiana and used for the production or raising of livestock, poultry, dairy products, or eggs. Provides that any testimony or evidence regarding any condition or event at grounds or facilities located in Indiana and used for the production or raising of livestock, poultry, dairy products, or eggs is not admissible in any criminal prosecution unless the testimony or evidence is offered under certain conditions.

Tribal law enforcement. Authorizes police officers appointed by a tribe to exercise police powers in Indiana if the tribal police officer meets the standards of the Indiana law enforcement academy. Provides that a tribe may authorize a tribal police officer to exercise police powers in the entire state, or in any part of the state, if certain conditions are met. Requires a tribe seeking to employ an individual as a tribal police officer who will exercise police powers in Indiana to request the individual's employment history, if the individual was previously employed by a law enforcement agency. Makes conforming amendments.

Military service credit for teachers. Provides that a member of the state teachers' retirement fund who retires after June 30, 2022, and served time in voluntary or involuntary active military service is entitled to a military service credit for the member's active military service in an amount equal to the duration of the member's active military service, if the member: (1) received an honorable discharge; and (2) has at least 10 years of in-state service credit. Provides that not more than six years of military service credit may be granted. Makes conforming amendments.

Surrender of firearms for domestic violence crimes. Provides that a person who: (1) has been convicted of a crime of domestic violence; and (2) knowingly or intentionally possesses a firearm; commits a Class A misdemeanor. Specifies certain defenses. Requires a court to issue an order, upon entry of a judgment of conviction for domestic battery or a crime of domestic violence, that: (1) prohibits ownership or possession of a firearm; (2) requires the defendant to surrender: (A) any firearm owned or possessed by the defendant; and (B) any license or permit to carry a handgun (license); and (3) requires confiscation, within 72 hours, of any firearm or license owned or possessed by the defendant. Provides that a domestic batterer who knowingly or intentionally fails to surrender a certain firearm or license commits a Class A misdemeanor, enhanced to a Level 6 felony in specific instances. Provides certain defenses. Specifies how a confiscated firearm or license shall be returned or disposed of if a defendant's right to possess a firearm is restored. Defines certain terms. Makes conforming amendments.

Housing tax credits. Provides an affordable and workforce housing state tax credit against state tax liability to a taxpayer for each taxable year in the state tax credit period of a qualified project in an aggregate amount that does not exceed the product of a percentage between 40% and 100% and the amount of the taxpayer's aggregate federal tax credit for the qualified project. Provides that an eligible applicant must apply to the Indiana housing and community development authority for an award of an affordable and workforce housing state tax credit. Provides that a holder of an affordable and workforce housing state tax credit may transfer, sell, or assign all or part of the holder's right to claim the state tax credit for a taxable year.

Enforcement of habitability standards. Allows a city, county, or town to bring a nuisance action against a tenant or other person responsible for a nuisance. Defines "essential services" as certain utility services needed for the safe and habitable occupation by a tenant of the tenant's rental unit. Defines "essential systems" as certain systems used to deliver essential services to a rental unit. Requires a landlord to repair or replace an essential system not later than 24 hours after being notified by a tenant that the tenant's rental unit is without essential services under certain circumstances. Provides that a tenant may enforce a statutory obligation of a landlord by providing notice of the landlord's noncompliance and allows for certain remedies to the tenant for the landlord's noncompliance. Provides that, during the pendency of a court action brought by a tenant to enforce a statutory obligation of a landlord, the court may order the tenant to make the regular rental payments otherwise due under the rental agreement to the clerk of the court or an attorney trust account, to be held in trust for disbursal to the prevailing party, as ordered by the court.

Medicaid providers and Medicaid administration. Allows a provider that has entered into a contract with a managed care organization, after exhausting any internal procedures of the managed care organization for provider grievances and appeals, to request an administrative appeal within the office of Medicaid policy and planning of the managed care organization's action in denying or reducing reimbursement for claims for covered services provided to an applicant, pending applicant, conditionally eligible individual, or member. Establishes a procedure for an administrative appeal, including a hearing before an administrative law judge that could be followed by agency review and then by judicial review. Prohibits a provision in a contract between a provider and a managed care organization that would negate or restrict the right of a provider to an administrative appeal and provides that such a contract provision is void and unenforceable. Repeals a provision under which Medicaid law is controlling when Medicaid law conflicts with insurance law. Provides that if the office of the secretary of family and social services or a contractor of the office fails to pay or denies a clean claim for any eligible Medicaid service within certain time limits due to the office or contractor incorrectly processing the clean claim because of errors attributable to the internal system of an insurer or managed care organization, the office or contractor may not assert that the provider failed to meet the timely filing requirements for the claim. Requires the office of the secretary of family and social services (FSSA) to prepare a report that describes every type of report that must be prepared by a Medicaid contractor or managed care entity and submitted to FSSA or the office of Medicaid policy and planning. Specifies the information that must be contained in the report. Requires FSSA to submit the report to the Medicaid advisory committee (advisory committee) and the general assembly. Requires the advisory committee to hold public hearings on the report.

Requires, during the federally declared public health emergency concerning COVID-19, the division of family resources to continue to temporarily waive a family's copayment for participation in the federal Child Care and Development Fund (CCDF) voucher program and make the payments to the child care program provider in the same manner as the division was waiving the copayment and making the payments to providers on January 1, 2022.

Elimination of school textbook fees. Requires each public school to provide curricular materials at no cost to each student enrolled in the public school. Establishes the curricular materials fund (fund) to provide state advancements for costs incurred by public schools in providing curricular materials to students at no cost. Provides that the department of education shall administer the fund. Provides that money in the fund is continually appropriated. Provides that a governing body or organizer of a charter school: (1) may purchase from a publisher any curricular materials selected by proper officials; (2) may rent curricular materials to certain nonpublic schools; and (3) may not rent the curricular materials to any student enrolled in any public school. Repeals a requirement that a school corporation must offer curricular materials at a reasonable rate to a family that moves during the school term. Repeals a requirement that a township trustee must use specified accounting methods for a curricular materials rental fund. Makes conforming changes. Appropriates from the state general fund to the office of the secretary of family and social services an amount sufficient to meet maintenance of effort requirements for the state fiscal year beginning July 1, 2022. Makes an appropriation from the state general fund to the curricular materials fund for the state fiscal year beginning July 1, 2022.

Requires the bureau to designate a data steward to oversee strategic and tactical data management for personal information collected and retained by the bureau. Makes conforming changes.

Fire protection territories and local income taxation. Provides that a fire protection territory that experiences more than 6% population growth during a 10 year period may increase its maximum property tax levy for 2023 or any year thereafter by an amount based on the population growth that exceeds 6%. Provides, however, that the fire protection territory may not increase the tax levy based on the population growth by a total rate of more than 0.15 per $100 of the net assessed value of the fire protection territory area within a 10 year period. Allows a total tax rate levied upon the formation of a fire protection territory established after December 31, 2022, to be implemented over a number of years, not exceeding five, and subject to review and approval by the department of local government finance. Provides that a participating unit's proceeds of property taxes imposed to meet the participating unit's obligations to a fire protection territory are exempt from areas needing redevelopment, redevelopment project areas, urban renewal project areas, economic development areas, or economic development districts established after December 31, 2021. Provides that, in the case of counties that provide emergency medical services for all local units in the county and pay 100% of the costs to provide those services, the fiscal body of the county may adopt an ordinance to impose a local income tax (LIT) rate for emergency medical services in the county. Provides that the tax rate may not exceed 0.2%. Provides that the LIT revenue shall be distributed directly to the county before the remainder of the expenditure rate revenue is distributed and must be deposited in a dedicated fund to be used only for paying for operating costs incurred by the county for emergency medical services that are provided throughout the county. Provides that the tax rate may not be in effect for more than 25 years.

Home health aide training requirements. Requires a registered home health aide who: (1) is employed as a home health aide; and (2) provides care to an individual who has been diagnosed with or experiences symptoms of Alzheimer's disease, dementia, or a related cognitive disorder; to complete certain dementia training. Sets forth the requirements of dementia training. Requires the state department of health to: (1) identify and approve a dementia training program that meets certain requirements as an approved dementia training program; and (2) establish and implement a process for state department approval of a dementia training program. Allows a home health aide to produce a certificate of completion issued by an entity that provides approved dementia training as proof of compliance with the training requirements.
