RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that when the two Houses adjourn on Thursday, February 19, 2026, the Senate stands adjourned until Tuesday, February 24, 2026 or until the call of the President; and the House of Representatives stands adjourned until Tuesday, February 24, 2026, or until the call of the Speaker.

Amends the Environmental Protection Act. Provides that, beginning July 1, 2027, an amount equal to 10 cents of every fee collected for the sale of new or used tires at retail shall be allocated to the Department of Public Health for a grant to the Illinois Lyme Association's Tick Research, Education, and Evaluation project. Increases an extra fee collected for the sale of new or used tires at retail for the Emergency Public Health Fund, beginning July 1, 2027, from 50 cents per tire to 60 cents per tire.

Amends the Equal Pay Act of 2003. Provides that, no later than 2 years after the effective date of the amendatory Act, the Department of Labor shall adopt rules that require specified employers doing business in the State to file an annual report, that will be made available to the public on a dedicated page of the Department's website, regarding workforce management policies, practices, and performance with respect to the employer. Describes the information required to be reported. Sets forth provisions concerning the standardization of data and exemptions to the provision.

Amends the Illinois Lottery Law. Removes language providing that the Department of the Lottery shall publish each January in the Illinois Register a list of all game-specific rules, play instructions, directives, operations manuals, brochures, or other game-specific publications issued by the Department during the previous year and instructions concerning how the public may obtain copies of these materials from the Department. Removes language regarding the selection of a private manager for the total management of the Lottery. Removes language providing that moneys in the Department's account shall be deposited by the Department into the Public Treasurers' Investment Pool. Provides that the Department shall make an effort to more directly inform players of the odds of winning prizes by publishing the information for all games on the Department's public website (rather than by requiring all ticket agents to display a placard stating the odds of winning for each game offered by that agent). Requires the Department to make written play instructions available on the Department's public website or by the Department by request (rather than to all players through sales agents licensed to sell game tickets or shares). Allows the Department (rather than the State Treasurer) to contract with any person or corporation to perform financial functions. Allows the State Treasurer to act as an agent of the Department to perform the financial functions. Removes language providing that moneys in the Department's account for paying validated prizes shall be deposited in the Public Treasurer's Investment Pool. Repeals a provision related to a specialty retailers license. Makes other and conforming changes.

Amends the Permanent Noise Monitoring Act. Provides that beginning no later than December 31, 2030 and every 5 years thereafter, the airport sponsor shall prepare or cause to be prepared a noise contour study for each covered airport in its jurisdiction. Establishes the requirements for each noise contour study. Requires the airport sponsor to make each completed noise contour study available to the public on its website and to submit a copy to the Governor, the President of the Senate, the Senate Minority Leader, the Speaker of the House of Representatives, and the Minority Leader of the House of Representatives. Provides that nothing prohibits the airport sponsor from preparing a revised or supplemental noise contour study at any time more frequently than required.

Amends the Property Tax Code. Provides that the exemption for charitable purposes applies to organizations that are exempt under specified provisions of the Internal Revenue Code.

Amends the Educator Licensure Article of the School Code. In a provision regarding endorsements on Professional Educator Licenses, provides for a special education endorsement in the area of deaf-hard of hearing with sign proficiency.

Mourns the death of Paul H. Saletnik of Des Plaines.

Urges all public library trustees to participate in ongoing training programs provided by the Illinois Secretary of State to strengthen their ability to effectively oversee library operations and services. Encourages the Illinois Secretary of State to expand and enhance library trustee training opportunities, ensuring that all library board members have access to comprehensive education on governance, ethics, and policy matters.

Mourns the passing of Dr. Jose "Joe" Austriaco of Park Ridge, formerly of Lombard and Oak Brook.

Mourns the death of Alanson P. "Hap" Holly of Des Plaines.

Mourns the death of Chief Robert McKay of Tinley Park.

Declares November 2025 as Family Caregiver Month in the State of Illinois.

Congratulates John Patrick Collins on the occasion of his 90th birthday on May 7, 2025. Wishes him many more happy years.
