Reinserts the provisions of the introduced bill with the following changes. Replaces all references to the "Office of Genealogical Affairs Study Committee" with references to the "Office of Genealogical Affairs Study Commission". Provides that the Office of Genealogical Affairs Study Commission shall report to the Governor and the General Assembly no later than 20 months (rather than 18 month) after the effective date of the Act. Makes changes to provisions concerning the Office of Genealogical Affairs Study Commission. Provides that 10 (rather than 11) public members shall be appointed by the Governor with certain specialties, including a specialty in genealogy (rather than a certified genealogist) and a specialty in data governance, privacy, and security. Provides that one of the 3 (rather than 4) ex officio members shall be a Director of the Illinois State Genealogical Society or a Director's designee (rather than the Director of Public Health or the Director's designee). Provides that a public health professional from a nongovernmental organization or academic institution shall be appointed by the Governor to the Commission. Removes the Secretary of Human Services or the Secretary's designee as one of the 3 ex officio members to be a Commission member. Authorizes the Commission, beginning August 2026, to meet in-person or virtually, or as called by the co-chairs of the Commission. Provides that the Commission members appointed by House and Senate members under the Act shall co-chair the Commission.

Amends the Illinois Police Training Act. Creates the Certification Enforcement Unit within the Illinois Law Enforcement Training Standards Board. Removes the Review Committee created within the Board. Provides that the Certification Enforcement Unit shall be headed by the Deputy Director of the Certification Enforcement Unit. Provides that the Deputy Director of the Certification Enforcement Unit shall be appointed by the Board and must have (1) substantial experience in law enforcement, criminal law, civil-rights law, or government investigations and (2) demonstrated integrity, professionalism, sound judgment, and leadership. Provides that any investigator hired to serve in the Certification Enforcement Unit must have at least 2 years of prior investigative experience and may have previously served as a certified or licensed law enforcement officer. Changes the name of the Certification Review Panel to the Decertification Review Panel. In provisions concerning formal complaint hearings, provides that, at the hearing, the Certification Enforcement Unit bears the burden of proving that the officer committed the decertifying conduct by clear and convincing evidence. Provides that all hearings shall be open to the public. In provisions concerning certification review meetings, provides that the Panel shall vote to decertify the officer if a simple majority of the Panel finds that (1) any alleged decertification conduct has been proven by clear and convincing evidence; and (2) there is no mitigating factor or combination of mitigating factors that significantly outweigh the seriousness of the misconduct and the impact of the misconduct on the victim and the community. Provides that a law enforcement agency and the Illinois State Police shall notify the Board when an officer is discharged or dismissed because of a sustained violation of a department, agency, or Illinois State Police policy that includes assault, sexual assault, bribery, coercion, fraud, theft, untruthfulness, bias, excessive force, conduct that constitutes a significant abuse of the public trust, or reflects an unfitness to serve, or any other specified conduct. The agency shall provide information regarding the nature of the violation. The notification shall occur as soon as the officer is discharged or dismissed. Makes other changes. Effective immediately.

Declares April 2026 as Fraud Prevention Month in the State of Illinois and encourages all Illinoisans to learn the red flags of scams and to support community and advocacy efforts that help prevent scams, protect consumers, and assist fraud victims. States that preventing fraud is a shared responsibility, and increasing awareness during Fraud Prevention Month empowers all Illinoisans, especially older adults, to protect themselves, their families, and their financial security.

Declares June 13, 2026 as Banner Wholesale Day in the State of Illinois in recognition of the company's deep roots and lasting impact on the City of Chicago and the State's grocery industry. Congratulates the Saltzman family and the entire team at Banner Wholesale Grocers on the occasion of its 100th Anniversary and commends them for their century of service to the people of Illinois.

Amends the Illinois Dental Practice Act. In provisions concerning the Board of Dentistry, adds 2 members who have been dentists for a period of 5 years or more (increasing the number of members from 8 to 10) and provides that, of the 10 members who are dentists, at least one shall hold a permit to administer moderate sedation, and at least one shall hold a permit to administer deep sedation and general anesthesia.

Creates the Illinois Grape and Wine Industry Act. Provides that an annual appropriation equal to $0.50 per gallon of wine reported and paid by wine manufacturers in the State under the excise tax rate set forth by law shall be directed to the Illinois Grape Growers and Vintners Alliance. Sets forth mechanisms for the calculation of the annual appropriation and administration of the Act. Effective immediately.

Amends the Wholesale Drug Distribution Licensing Act. Defines "virtual wholesale distributor". Provides that every virtual wholesale distributor that engages in virtual drug distribution of prescription drugs shall be licensed by the Department of Financial and Professional Regulation. Provides that a virtual wholesale distributor shall only contract with entities licensed under the Act to take physical possession of prescription drugs if the prescription drugs are being shipped into the State. Sets forth requirements for applicants for a virtual wholesale distributor license. Provides that a virtual wholesale distributor shall ensure that any licensed entity providing distribution services to the virtual wholesale distributor complies with certain requirements. Provides that a virtual wholesale distributor shall not operate out of a location that is a residence or personal dwelling. Makes conforming changes in provisions concerning definitions; unlicensed practice; the expiration of a license; rules and regulations; inspection powers of a pharmacy investigator; restrictions on transactions; wholesaler licensing complaints; violations of the Act; temporary suspension of a license; home rule preemption; and drugs in storage. Makes other changes. Effective immediately.

Amends the General Assembly Operations Act. Provides that if a witness slip is filed in either chamber on a bill or amendment, and all of the text of that bill or amendment is subsequently incorporated into another bill or amendment, then that witness slip shall, with the consent of the person filing it, be associated in the database of witness slips maintained by the Legislative Information System with the bill or amendment into which the text is incorporated. Amends the Legislative Information System Act. Provides that the Legislative Information System shall establish and maintain a database for tracking witness slips.

Amends the Community-Integrated Living Arrangements Licensure and Certification Act. Removes provisions allowing the Department of Human Services to conduct site visits to an agency licensed under the Act, or to any program or placement certified by the agency, and inspect the records or premises, or both, of such agency, program or placement as it deems appropriate, for the purpose of determining compliance with the Act, the Mental Health and Developmental Disabilities Code, and applicable Department rules and regulations. Requires the Department to establish a system of regular, ongoing, and unannounced on-site inspections, that shall occur at least annually, of each agency licensed under the Act or any program or placement certified by an agency licensed under the Act under the Department's jurisdiction. Provides that the inspections shall be conducted by the Department's central office to achieve specified goals.

Amends the Firearm Concealed Carry Act. Permits certain judicial officers, the Attorney General, assistant Attorneys General, State's Attorneys and assistant State's Attorneys, some with specified written consent, to carry a concealed firearm in any building, parking area, or portion of a building under the control of an officer of the executive or legislative branch of government, any building designated for matters before a circuit court, appellate court, or the Supreme Court, or any building or portion of a building under the control of the Supreme Court and any building or portion of a building under the control of a unit of local government.

Reinserts the provisions of the introduced bill, as amended by Senate Amendment No. 2, with the following changes. In a provision concerning the members of the Illinois Psilocybin Advisory Board, provides that if there is a vacancy for any reason, the applicable appointing authority shall appoint an individual to fill the vacancy in a timely manner (rather than appoint an individual to serve as a member in an acting capacity until the individual is approved by the Board as a member of the Board for the remainder of the unexpired term). Provides that the report the Board shall submit to the Governor and the General Assembly shall include an evaluation of (rather than a recommendation on) the medical efficacy of listed psychedelic substances based on medical, psychological, and scientific studies, research, clinical trials in the United States, and other information related to the safety and efficacy of each substance. Removes from the report the necessity to include recommendations concerning whether listed psychedelic substances may be included in an appropriate statutory or regulatory framework to avoid an unregulated de facto market for entheogenic substances other than psilocybin. Provides that the report shall include recommendations on the availability of Medicaid coverage for psilocybin (rather than entheogens) and associated services. Effective immediately.

Amends the Election Code. Provides that a Judge that could seek retention of the Judge's office may not resign and seek election to the same office unless the former Judge has not served as elected or appointed Judge for that office for at least 2 years. Makes other changes.

Amends the Wildlife Code. In provisions concerning special deer, turkey, and combination hunting licenses, provides that one or more of the following shall constitute evidence of land ownership: a current property tax bill for the property showing that the hunter is the owner of the property; a current income tax return filed with the Department of Revenue by the hunter showing that the hunter is the owner of the property; or a current Conservation Reserve Program credit award from the United States Department of Agriculture, naming the individual hunter as the credit awardee.
