Amends the Unified Code of Corrections. Provides that the annual reports submitted by the Director of Corrections and the Director of Juvenile Justice to the Governor and General Assembly shall include various statistics concerning committed persons aged 18 or older, but younger than 22, who are incarcerated in the Department of Corrections or transferred to Department of Juvenile Justice facilities to participate in the High School Diploma Program.

Amends the Juvenile Court Act of 1987. Provides that, in proceedings under the Minors Requiring Authoritative Intervention, Addicted Minors, or Delinquent Minors Article, initiated in a county, other than the county in which the minor who is subject of the proceedings resides, the court in which the proceedings were initiated may at any time before or after adjudication of wardship transfer the case to the county of the minor's residence. Provides that not later than 15 working days after the date an order of transfer is entered, the clerk of the court transferring a proceeding shall send to the clerk of the receiving court in the county to which the transfer is being made an authenticated copy of the court record, including all documents, petitions, and orders filed therein, and the minute orders and docket entries of the court. Provides that the clerk of the receiving court shall set a status hearing within 10 business days after receipt of the case and shall notify the judge of the receiving court and all parties. Provides that the receiving court shall review the court record immediately upon receipt. Provides that within 20 business days after receipt of the record, the reviewing court shall send a notice to the transferring court indicating it has accepted the case and scheduled a status date. Provides that until the transferring court receives this notice it continues to have jurisdiction over the case. Provides that if for any reason the receiving court does not accept the transfer, the receiving court shall, within 20 business days after receiving the case, send a notice to the transferring court indicating its reasons. Provides that the transferring court will continue its jurisdiction of the case and shall set the matter for status within 20 business days. Effective immediately.

Congratulates Friends of the Chicago River on the occasion of being awarded the 2025 Thiess International River Prize. Thanks the organization for its visionary leadership, tireless advocacy, and enduring commitment to protecting and restoring our waterways.

Reinserts the provisions of the introduced bill with the following changes. Makes additional changes to the Rights of Crime Victims and Witnesses Act. Provides that the Attorney General shall conduct an internal review of the witness notification system to review timely notice to victims and witnesses throughout the State and shall make recommendations to the General Assembly for improvements in the procedures and technologies used in the system. Requires the Attorney General to submit the recommendations to the General Assembly on or before July 1, 2026. Further amends the Unified Code of Corrections. Provides that a total of 7 members of the Prisoner Review Board must have at least 5 years' experience as a law enforcement officer, parole officer, prosecutor, criminal defense attorney, or judge. Establishes a Director of Victim and Witness Services under the jurisdiction of the Prisoner Review Board. Provides that the Director shall be hired by the Prisoner Review Board. Provides that the Director shall be responsible for ensuring that victims receive appropriate notice and the opportunity to provide a victim impact statement in accordance with the Act. Provides that the Victim and Witness Services Director shall also be responsible for coordinating with other agencies to improve victim notification processes, and identifying ways to better serve victims. Amends the Illinois Domestic Violence Act of 1986. Provides that a petition for an order of protection may be filed: (1) by a crime victim who was abused by an offender prior to the incarceration of the offender in a penal institution and such offender is incarcerated in a penal institution at the time of the filing of the petition; or (2) by any person who has previously suffered abuse by a person convicted of (i) domestic battery, aggravated domestic battery, aggravated battery, or any other offense that would constitute domestic violence or (ii) a violent crime, as defined in the Rights of Crime Victims and Witnesses Act, committed against another person. Provides that a petition for an order of protection may not be denied solely upon the basis that the respondent or petitioner is incarcerated in a penal institution at the time of the filing of the petition. Effective immediately.

If and only if Senate Bill 867 of the 103rd General Assembly becomes law, repeals the provisions of Senate Bill 867 of the 103rd General Assembly. Effective immediately or on the date Senate Bill 867 of the 103rd General Assembly takes effect, whichever is later.

Amends the Network Adequacy and Transparency Act. Makes a technical change in a Section concerning the Act's short title.

Amends the Illinois Human Rights Act. Expands the definition of "source of income" to include any lawful, verifiable income paid directly to a veteran, or to a representative of a veteran, or paid to a housing owner or landlord on behalf of a veteran, including federal, State, or local public assistance, and federal, State, or local housing subsidies, including, but not limited to, federal Department of Housing and Urban Development Veterans Affairs Supportive Housing vouchers.

Amends the Illinois Vehicle Code. Defines "autonomous vehicle" as a motor vehicle that possesses the capability (enabled or not) for automated functions to control movement of the vehicle along 2 axes of direction simultaneously. Provides that, before selling or continuing to operate a new or used autonomous vehicle in this State and before updating the software or hardware of any automated driving system on such a vehicle, a manufacturer shall submit to the Department of Transportation documentation regarding the level of driving automation, along with a filing fee in an amount to be determined by the Department. Provides that the Department shall assemble an Automated Driving Systems Review Committee to evaluate submitted documentation and make determinations concerning the level of automated driving capabilities and the suitability of the vehicle for operation on public roads. Provides that an autonomous vehicle classified as having Level 2 Driving Automation may be sold to consumers and registered for use. Provides that the owner of the automated vehicle shall file an annual report with the Department of Transportation stating the number of miles driven per year, the estimated number of miles driven using equipped automated driving systems, and any collisions that occurred involving the vehicle. Prohibits the sale or operation of autonomous vehicles classified as having Level 3, 4, or 5 Driving Automation. Provides that a resident may file a request for the Automated Driving Systems Review Committee to review an existing vehicle sold or registered in this State, and that the Secretary of State shall receive and investigate complaints of a dealer selling a vehicle prohibited for sale under the new provisions. Provides that a person who operates a prohibited vehicle is guilty of a Class A misdemeanor and that such a vehicle is subject to impoundment. Provides penalties for the unauthorized sale or modification of an autonomous vehicle.

Amends the Criminal Code of 2012. Provides that evidence of a defendant's voluntary intoxication is not admissible for the purpose of negating the defendant's mental state, nor shall any such argument to the trier of fact be permitted. Provides that evidence of a defendant's voluntary intoxication is admissible for any other relevant purpose. Provides that if evidence of the defendant's intoxication, either voluntary or involuntary, is admitted, the trier of fact shall be instructed that voluntary intoxication is not a defense to the crime charged.

Amends the Educator Licensure Article of the School Code. Allows the State Superintendent of Education to issue a short-term approval for a paraprofessional educator to an individual who does not meet the requirements necessary for issuance of an Educator License with Stipulations with a paraprofessional educator endorsement. Provides that the short-term approval authorizes an individual to serve as a paraprofessional educator in a school district, including a charter school, or a State-operated program, with the short-term approval expiring on June 30 immediately following the third full fiscal year after the approval was issued without renewal. Provides that upon expiration of the short-term approval, the State Superintendent of Education shall issue an Educator License with Stipulations with a paraprofessional educator endorsement to the individual if the individual meets specified requirements.

Amends the Charitable Games Act. Provides that noncash prizes shall be of nominal value or be donated to the organization conducting the game. Provides that civil penalties imposed under the Act shall not exceed $500 for each separate violation committed during the first event and $1,500 for each separate violation committed at subsequent events. Effective immediately.

Amends the Illinois Insurance Code. In provisions concerning pharmacy benefit manager contracts, provides that a pharmacy benefit manager must not reimburse a pharmacy or pharmacist for a prescription drug or pharmacy service in an amount less than the national average drug acquisition cost for the prescription drug or pharmacy service at the time the drug is administered or dispensed, plus a professional dispensing fee of $10.49. Provides that, if the national average drug acquisition cost is not available at the time a drug is administered or dispensed, a pharmacy benefit manager may not reimburse in an amount that is less than the wholesale acquisition cost of the drug, plus a professional dispensing fee of $10.49.

Amends the Wholesale Drug Distribution Licensing Act. In provisions concerning restrictions on transactions, provides that prescription drugs furnished by a manufacturer or wholesale distributor licensed under the Act may be delivered only to the business address of a licensee registered with the Department of Financial and Professional Regulation, to the premises listed on a license, or, if the Department has received notice that the licensee has authorized a health care entity to receive the prescription drugs, to the address of a health care entity (instead of only to the premises listed on the license). Provides that "health care entity" means an entity where medical, dental, or veterinary services are provided by a licensed practitioner and where the licensed practitioner is responsible for the receipt, storage, and use of drugs.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Sets per diem add-on rates, beginning January 1, 2027, for nursing facilities based on a facility's STRIVE study staffing levels. Provides that no nursing facility's variable staffing per diem add-on shall be reduced by more than 5% in 2 consecutive quarters; and that no facility below 73% of the staffing indicated by the STRIVE study shall receive a variable per diem staffing add-on after December 31, 2026. Provides that beginning January 1, 2027, the Department of Healthcare and Family Services must split the support rate into its cost report based parts, general services and general administration. Provides that the general services portion shall be referred to as "Support - non-nurse staff" and the general administration portion shall be referred to as "Support - Administrative". Makes other changes. Effective immediately.
