Reaffirms the State's steadfast commitment to promoting a person-centered, community-based mental health and substance use treatment system that is evidence-backed and recognizes each person's dignity, humanity, and autonomy in determining the best course of care in the least restrictive environment in compliance with the Constitution and laws of the State of Illinois.

Expresses the belief that nursing, social work, professional counseling, marriage and family therapy, physical therapy, occupational therapy, speech-language pathology, audiology, physician assistant practice, public health, and education are professional disciplines that require advanced graduate education, professional licensure, and adherence to rigorous ethical and clinical standards. Lists the graduate degrees that should be considered professional degrees. States that any state agency, public university, or entity receiving state funds should take all necessary steps to avoid discrimination against individuals holding these graduate degrees in hiring, promotion, compensation, professional development funding, or other terms and conditions of employment based on any federal student loan classification. Urges the United States Department of Education to include all graduate degrees in nursing, social work, counseling, therapy, physical therapy, occupational therapy, speech-language pathology, audiology, physician assistant practice, public health, and education in its definition of "professional degrees" for federal student loan purposes. Urges the Illinois Congressional Delegation to advocate for legislation to ensure that graduate students in all health and human services professions have access to adequate federal student loan funding to complete their professional education. Commits to exploring state-level solutions to support graduate education in health and human services professions, including but not limited to scholarships, grants, loan repayment assistance programs, and other workforce development initiatives. Expresses support for the licensed health and human services professionals in Illinois who serve our most vulnerable populations with skill, compassion, and unwavering commitment to the public good.

Creates the Regional Stormwater and Sewerage Equitable Solution Commission to study the problem of antiquated stormwater and sewerage systems in the area collectively referred to as "the region" and to suggest policy and legislative solutions. Requests that the Governor's Office of Management and Budget, following consultation with the Department of Commerce and Economic Opportunity, submit to the General Assembly a separate report detailing legislation and budgetary recommendations to offset the costs borne by residents, businesses, and governmental entities in "the region" as the result of the inequitable circumstances surrounding the antiquated stormwater and sewerage systems.

States that it is of vital importance to protect Illinois farmland from irreversible conversion and fragmentation due to solar, industrial, and other large-scale developments. Affirms that farmland protection is consistent with and complementary to the goals of the Climate and Equitable Jobs Act and should be considered in clean-energy planning and implementation. Urges State agencies, local governments, and developers to prioritize renewable-energy and infrastructure projects on non-agricultural lands whenever practicable and to minimize impacts on prime farmland and farmland of statewide importance. Supports renewable-energy siting practices that protect soil health, drainage infrastructure, and long-term agricultural productivity, including appropriate decommissioning and land-restoration standards. Encourages transparent decision-making and meaningful community engagement to ensure that agricultural landowners and rural communities are protected from unintended long-term harm.

Congratulates Coach Neil Alexander of Lincoln Community High School on his 1,000th career victory as a boys' basketball coach and expresses gratitude for the impact he has had on generations of young men throughout the State of Illinois.

Designates the part of Interstate 57 that is located within Cook County in the State of Illinois as the Reverend Jesse L. Jackson Sr. Expressway.

Creates the Illinois Veterans Homes Expansion Task Force to study the need for the expansion of high-quality, specialized, and affordable long-term care for aged and disabled veterans through the Illinois Veterans Homes system.

Designates the portion of U.S. Route 150 within Galesburg city limits as "SFC Kyle Wehrly Memorial Highway".

Creates the Illinois Condominium Governance and Transparency Task Force to study the transparency, financial integrity, and safe living conditions of residents of condominiums and common interest community associations.

Proposes to amend the Suffrage and Elections Article of the Illinois Constitution. Sets out a procedure for the recall of local government officials. Proposes to amend the Judiciary Article of the Illinois Constitution. Sets out a procedure for the recall of Associate Judges and Circuit Judges. Effective upon being declared adopted.

Proposes to amend the Revenue Article of the Illinois Constitution. Provides that an additional income tax shall be imposed on individuals in an amount equal to 3% of the portion of the individual's income that is greater than $1,000,000 for the taxable year. Provides that the revenue collected from the tax shall be used to provide property tax relief. Effective upon being declared adopted.

Proposes to amend the Legislature Article of the Illinois Constitution concerning the decennial redistricting of Legislative and Representative Districts. Provides that Legislative and Representative Districts shall each be drawn, in order of priority, (1) to be substantially equal in population; (2) to ensure that no citizen is denied an equal opportunity to participate in the political process and to elect representatives of his or her choice; (3) to create, where practical, racial coalition or influence Districts; (4) to be contiguous; and (5) to the extent practicable, to be compact. Effective upon being declared adopted.
