Amends the School Safety Drill Act. Provides that school districts and private schools in the State shall consider the use of mobile panic alert systems in the development of their school emergency and crisis response plans. Provides that the mobile panic alert system, if used, shall be known as "Alyssa's Alert" and shall be capable of connecting to diverse emergency service technologies to ensure real-time coordination between multiple first responder agencies. Provides that the mobile panic alert system, if used, must be capable of integrating with local, public-safety, answering-point infrastructures to transmit 9-1-1 calls and mobile activations. Requires the State Board of Education to conduct market research, in consultation with the Illinois Emergency Management Agency, to identify whether an existing market of supply of mobile panic alert systems that satisfy the requirements under the amendatory provisions is available in the State from multiple vendors for use by school districts. Requires the State Board of Education, in consultation with the Illinois State Police and the Illinois Emergency Management Agency, to develop standards for a mobile panic alert system. Requires the State Board of Education to establish and administer a Mobile Panic Alert System Grant Program. Provides that school districts and private schools may apply to the State Board of Education for a Program grant to obtain a mobile panic alert system in order to better prepare for emergency responses. Provides that Program grants shall be awarded from moneys appropriated for that purpose from the Mobile Panic Alert System Grant Fund. Amends the State Finance Act to make a conforming change.

Amends the General Obligation Bond Act. Authorizes an additional $700,000,000 of State Pension Obligation Acceleration Bonds. Makes a conforming change. Amends the State Employees, State Universities, and Downstate Teachers Articles of the Illinois Pension Code. Extends the option for a participant to receive an accelerated pension benefit payment in lieu of any pension benefit or for a reduction in the increases to his or her annual retirement annuity and survivor's annuity to June 30, 2028 (instead of June 30, 2026). Effective immediately.

Amends the Missing Persons Identification Act. Provides that, if a missing person remains missing for 30 days after the date of the police report (rather than 60 days after the date of the police report and missing for 60 days after the date of the police report in the National Missing and Unidentified Persons System (NamUs)), then the missing person's dental record shall be added to the missing person entry in the Law Enforcement Agencies Data System (LEADS). Provides that, if a missing person remains missing for 60 days after the date of the police report, then the missing person's dental record shall be entered in the National Missing and Unidentified Persons System (NamUs).

Creates the Protection from Vehicle Impacts Act. Provides that the owner or operator of a residential care facility shall install and maintain vehicle impact protection devices in front of all public entrances of the facility. Provides that the owner or operator of a restaurant shall install and maintain vehicle impact protection devices (1) if the restaurant is in an area zoned as a business or manufacturing district, in front of all public entrances of the restaurant and (2) if the restaurant has an outdoor dining area, then around any outdoor dining area. Provides that the owner or operator of a day care center shall install and maintain vehicle impact protection devices (1) if the day care center is in an area zoned as a business or manufacturing district, in front of all public entrances of the restaurant and (2) if the day care center has an outdoor play area, then around any outdoor play area. Provides that the Department of Transportation shall adopt rules establishing the requirements for the vehicle impact protection devices required under the Act. Provides that the vehicle impact protection devices shall be designed to withstand, at minimum, an impact resistance level of 5,000 pounds at 30 miles per hour. Provides that the devices must have a minimum height of 3 feet and must be spaced 48 inches from inside edge to inside edge of the device. Provides that a municipality or a county may, by ordinance, require vehicle impact protection devices installed within the municipality to be manufactured from finished metal or have a decorative cover that is complementary to the design of the associated building, storefront, outdoor dining area, or day care center. Provides that the Department of Public Health shall require restaurants to comply with the Act. Amends the Nursing Home Care Act. Provides that the Department of Public Health shall require residential care facilities to comply with the Protection from Vehicle Impacts Act. Amends the Child Care Act of 1969. Provides that the Department of Early Childhood shall require day care centers to comply with the Protection from Vehicle Impacts Act.

Amends the Downstate Teacher Article of the Illinois Pension Code. Provides that, through June 30, 2029 (instead of June 30, 2026), an annuitant may accept employment as a teacher without impairing his or her retirement status if that employment is not within the school year during which service was terminated and does not exceed 120 paid days or 600 paid hours in each school year, but not more than 100 paid days in the same classroom. Makes a conforming change. Effective immediately.

Amends the State Finance Act. Creates the Prison Education Fund. Provides that moneys in the Prison Education Fund shall be used by the Illinois Community College Board and the Board of Higher Education to make grants to prison education programs that award associate degrees or bachelor's degrees to currently incarcerated students. Makes changes concerning the allocation of money from the Cannabis Regulation Fund. Provides that 0.5% of the moneys in the Cannabis Regulation Fund, after certain allocations have been made, shall be transferred from the Cannabis Regulation Fund to the Prison Education Fund.

Amends the Wildlife Code. Provides that, if wild deer cause more than $500 in property damage on land in the State that is owned or leased by an Illinois resident, then the Department of Natural Resources shall compensate the Illinois resident for the actual property damages caused by the deer and incurred by the Illinois resident upon submittal by the Illinois resident of a claim in the form and manner prescribed by the Department by rule. Provides that a claim must be submitted within one year after the date that a claimant suffers damages and knows or has reason to know of the damages. Grants the Department rulemaking powers. Provides for a private cause of action in the Court of Claims if the Illinois resident has not been compensated within 180 days after submitting a claim in the form and manner prescribed by the Department.

Creates the Weather Modification Act. Provides that no form of weather modification is allowed in the State, including the seeding of clouds by plane or ground notwithstanding any other provision of law. Defines "seeding" as a type of weather modification that aims to change the amount or type of precipitation that falls from clouds. Effective immediately.

Creates the Tariff Transparency Act. Provides that a retail establishment shall disclose the percentage or dollar amount of the retail price of a retail product that is attributable to tariffs. Sets forth requirements for the disclosure. Requires retail establishments and wholesale trade firms to maintain specified records. Provides that all retail establishments subject to the Act shall be subject to periodic audits. Provides that a violation of the Act is an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Sets forth provisions concerning exemptions; rulemaking; public notice; and a compliance schedule. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change. Effective 90 days after becoming law.

Amends the Property Tax Code. Provides that, in counties in which the county board so provides, by ordinance or resolution, owners of income-producing properties in the county shall file physical descriptions of their properties with the chief county assessment officer upon request of the chief county assessment officer. Sets forth the period of time during which those provisions apply. Provides that the request for information shall include an individualized statement specifying all physical description information that the assessor's office has on record or recorded against the property and shall contain a statement that the owner may confirm the information if no changes are required. Imposes certain penalties if the property owner fails to respond to a request for information. Amends the Freedom of Information Act to provide that financial records and data related to real estate income, expenses, and occupancy submitted by or on behalf of a property owner to a chief county assessment officer, except if submitted as part of an assessment appeal, are exempt from disclosure. Effective immediately.

Amends the Medical Assistance Article of the Illinois Public Aid Code. In provisions concerning the supportive living facilities program, prohibits a supportive living dementia care setting from limiting a resident's access to the sink, microwave, or refrigerator located within the respective resident's room, provided a comprehensive safety assessment deems the resident's use of the appliances safe. Requires the comprehensive safety assessment to be conducted prior to any resident moving in and at least once per quarter thereafter. Requires social and recreational programming to be provided no less than 3 times daily, including at least one time and location separate from a meal service. Requires newly constructed supportive living dementia care settings to provide no less than 300 square feet for a single occupancy apartment or no less than 450 square feet for a double occupancy apartment, which may include the closets and bathroom. Requires each apartment to include a sink, microwave, and refrigerator within the unit. Provides that any newly constructed supportive living dementia care setting shall provide a common area completely separate from the dining area.

Amends the Illinois Human Rights Act. Provides that a plaintiff may be awarded all forms of relief available in tort actions, including but not be limited to, emotional distress, pain and suffering, and loss of a normal life. Provides that a plaintiff may also be awarded punitive damages.

Amends the Domestic Violence Fatality Review Act. Changes the Statewide Committee quorum from 7 voting members to a simple majority of voting members. Requires that Statewide Committee's annual report is due no later than September 1 instead of March 1 of each year. Requires that the biennial report is due no later than June 1 instead of April 1 of each odd year.

Creates the Department of Natural Resources Sahara Woods State Recreation Area Act. Authorizes the Department of Natural Resources to enter into a public-private agreement to develop, construct, finance, lease, manage, and operate campground facilities at Sahara Woods State Recreation Area. Authorizes the Director of Natural Resources to enter into discussions with interested persons prior to soliciting requests for proposals. Directs the Department to comply with specified provisions of the Illinois Procurement Code. Describes the request-for-proposal process that is to be employed. Contains provisions concerning the payment of prevailing wages and the use of project labor agreements. Specifies that the term of any public-private agreement entered into under the Act shall be no less than 25 years and no more than 99 years. Defines terms. Effective immediately.

Amends the Mental Health and Developmental Disabilities Administrative Act and the Rehabilitation of Persons with Disabilities Act. Required the Department of Human Services to provide informational materials about the Senator Scott Bennett ABLE Program to: persons who are placed in a facility licensed under the ID/DD Community Care Act, the MC/DD Act, or the Specialized Mental Health Rehabilitation Act of 2013; persons with disabilities who receive services funded by or administered in conjunction with the Department, including, but not limited to, home and community based services, home-based support services, PUNS services, home care services, and services at a Center for Independent Living. Provides that the informational materials shall be provided when a person first enrolls for such services and as part of any annual process required for the person to maintain eligibility for such services. Requires the Office of the State Treasurer to prepare and deliver the informational materials in an electronic format to the Department and distribute the materials to eligible persons.
