Amends the Chicago School District Article of the School Code. Provides that a limitation upon the applicability of certain provisions in the Code concerning local school councils does not apply to any school established as a military academy.

Amends the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.

Removes references to the Department of Human Services' Division of Mental Health and Division of Substance Use Prevention and Recovery in various Acts, including, but not limited to, the Substance Use Disorder Act, the Mental Health and Developmental Disabilities Code, the Overdose Prevention and Harm Reduction Act, the Illinois Public Aid Code, the Illinois Controlled Substances Act, and the County Jail Act. Amends the Mental Health and Developmental Disabilities Administrative Act and other acts to reference the Department of Human Services' Division of Behavioral Health and Recovery (rather than by the Division of Mental Health). Makes other conforming changes. Repeals the Behavioral Health Workforce Education Center Task Force Act, the Advisory Council on Early Identification and Treatment of Mental Health Conditions Act, and the Strengthening and Transforming Behavioral Health Crisis Care in Illinois Act. Repeals a provision in the Medical Assistance Article of the Illinois Public Aid Code concerning the COVID-19 public health emergency. Repeals a provision in the Health Care Workplace Violence Prevention Act requiring the Department of Human Services and the Department of Public Health to initially implement the Act as a 2-year pilot program. Repeals provisions in the Health Inpatient Facility Access Act requiring the Department of Human Services to develop and implement a strategic plan on improving access to inpatient psychiatric beds.

Amends the Sports Wagering Act. Allows a licensee to offer pool sports wagering to State patrons where State patrons compete against patrons located outside of the State. Allows the Illinois Gaming Board to issue master sports wagering licenses to persons to conduct sports wagering over the Internet or through a mobile application (rather than issue 3 master sports wagering licenses to online sports wagering operators for a nonrefundable license fee of $20,000,000 pursuant to an open and competitive selection process). Provides that the application fee for a master sports wagering license is $250,000 while the initial fee for a master sports wagering license issued to an online sports wagering operator is $15,000,000. Provides that a master sports wagering license is valid for 4 years and may be renewed for another 4 years by paying a specified renewal fee. Allows the Board to regulate the conduct of fantasy contest operators under the Act. Sets forth rulemaking authority, fees, surcharges, civil penalties, monthly taxes, Board powers, and cooperation with law enforcement investigations. Prohibits a person from offering fantasy contests in the State unless the person is licensed by the Board as a fantasy contest operator for an application fee of $500 for a fantasy contest operator that had 7,500 or fewer active patrons over the preceding 365-day period and $7,500 for a fantasy contest operator that had more than 7,500 patrons over the preceding 365-day period. Sets forth applicant requirements. Prohibits a person from participating in a fantasy contest if the person is not at least 21 years of age. Sets forth the duties of fantasy contest licensees. Provides that, beginning July 1, 2026, the State shall impose a privilege tax of 15% on the fantasy contest operator licensee's adjusted gross fantasy contest receipts. Makes other changes. Makes conforming changes in the Illinois Administrative Procedures Act and the Criminal Code of 2012. Effective immediately.

Creates the Student Educational Technologies Rights Act. Provides that it is the policy of the State that a student and the student's parent have the right to: opt out of school-issued personal electronic devices, electronic textbooks, electronic required reading, or electronic or online assignments; request a human teacher review any automated scored grade or scored grade generated by artificial intelligence; and opt out of predictive analytics systems without academic penalty. Amends the School Code. Removes language allowing school districts that collect biometric information from students to adopt specified policies. Prohibits a school district from purchasing or otherwise acquiring biometric systems to use on students. Establishes prohibitions for a school district with respect to biometric systems and biometric information of its students. Sets forth requirements on the destruction of biometric information in the possession of a school district. Makes other changes. Amends the Student Online Personal Protection Act. Prohibits an operator from selling or renting any other person's information collected by the operator for K through 12 school purposes or permitting artificial intelligence to train on covered information unless for K through 12 school purposes or in furtherance of improving operability and functionality of the operator's service. Provides, with exceptions, that an operator's artificial intelligence model shall not train on a student's covered information and retain the training data indefinitely. Makes other and conforming changes.

Amends the Illinois Procurement Code. Provides that the chief procurement officer having jurisdiction over construction-related services for the Department of Central Management Services also has jurisdiction over construction procurements for the Department of Central Management Services. Amends the Design-Build Procurement Act. Extends the repeal of the Act until January 1, 2030 (currently, January 1, 2027). Effective immediately.

Amends the Illinois Housing Development Act and the Illinois Income Tax Act. Provides that the amount of credits awarded under the affordable housing tax donation program is limited to $41,831,227 in State fiscal year 2027 and shall increase by 10% each fiscal year thereafter (currently, $32,850,352 in State fiscal years 2022 and 2023 increased by 5% each fiscal year thereafter). Provides that the affordable housing donation income tax credit applies through the taxable year ending on December 31, 2036 (currently, December 31, 2026). Effective immediately.

Amends the Community-Integrated Living Arrangements Licensure and Certification Act. Changes the licensing term for a community developmental services agency from 3 years to 2 years.

Amends the Medicaid Technical Assistance Act. Requires the Medicaid Technical Assistance Center to collaborate with public and private partners throughout the State to identify, establish, and maintain best practices necessary for health providers to ensure their capacity to participate in the Illinois Medical Assistance Program (rather than ensure their capacity to participate in HealthChoice Illinois or YouthCare). Requires the Medicaid Technical Assistance Center to promote equitable delivery systems, remaining committed to the principle that all Medicaid recipients have accessible and equitable physical and mental health care services. Removes provisions concerning the Medicaid Technical Assistance Center's administration of network adequacy reports, and instead requires the Medicaid Technical Assistance Center to administer a network requirement plan. Provides that by using reports and data provided by the Department of Healthcare and Family Service's External Quality Review Organization on network adequacy, provider service deserts, and health care disparities by race and ethnicity, the Medicaid Technical Assistance Center shall propose for Department review and approval an annual plan for recruiting providers to participate in the Illinois Medical Assistance Program and report on outcomes of its recruitment efforts to the Department for continuous improvement. Repeals a provision requiring the Department to maximize federal financial participation for any moneys appropriated to the Department for the Medicaid Technical Assistance Center and to deposit all federal financial participation funds into the Medicaid Technical Assistance Center Fund. Repeals a provision creating the Medicaid Technical Assistance Center Fund. Amends the State Finance Act. Provides for the dissolution of the Medicaid Technical Assistance Center Fund on July 1, 2026, or as soon thereafter as practical, after the transfer of all remaining funds into the Healthcare Provider Relief Fund. Effective July 1, 2026.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to authorize coverage for screening by low-dose mammography for the presence of occult breast cancer for individuals 25 (rather than 35) years of age or older who are otherwise eligible for medical assistance. Requires the Department to convene 2 separate expert panels to review quality standards for mammography and establish quality standards for breast cancer treatment. Provides that subject to Department approval, rate methodology for screening and diagnostic mammography shall be based on the quality standards established by the expert panels and State qualified ACR Designated Comprehensive Breast Imaging Centers (formerly known as Breast Imaging Centers of Excellence). Requires the expert panels to establish a comprehensive and clinical methodology to inform women who are age-appropriate for screening mammography, but who have not received a mammogram within the previous 18 months, of the importance and benefits of screening mammography. Provides that within 2 years after the completion of a pilot program providing case-managing or patient navigation services for women diagnosed with breast cancer, the Department shall establish as a permanent initiative the Patient Assistance for Beneficiaries Diagnosed with Breast Cancer. Requires the Department to submit annual reports to the General Assembly detailing program outcomes, financial expenditures, and any recommendations for adjustments to maintain or enhance the program's effectiveness. Requires the Department to establish or facilitate training and continuing education opportunities specific to breast health and mammography for radiologists. Makes other changes. Effective immediately.

Amends the School Code. In the Courses of Study Article, provides that each school district and its schools shall create, maintain, and implement a policy for providing academic, social-emotional, and behavioral intervention within a framework of a multi-tiered system of support. Provides that the multi-tiered system of support process should use a collaborative team approach and include the engagement of and regular communication with the child's parent or guardian. Requires the parent or guardian of a child identified for additional support to be provided with written notice of the school district's use of scientific, research-based intervention within a multi-tiered system of support and the purpose of the intervention. Allows the parent or guardian to be part of the collaborative team approach at the discretion of the school district. Provides that the parent or guardian shall be provided all data collected and reviewed by the school district with regard to the child in the scientific, research-based intervention or multi-tiered system of support process. Allows the State Board of Education to provide guidance to school districts and identify available resources related to facilitating parent or guardian engagement in a multi-tiered system of support process. In the Children with Disabilities Article, repeals a Section concerning the response to scientific, research-based intervention or a multi-tiered system of support process.

Creates the Catch Heart Disease Early Act. Provides that all Illinois residents, 20 years of age or older, are entitled to heart disease screenings at no cost according to the following schedule: one screening every 6 years for individuals aged 20 through 39 years; and one screening every 2 years for individuals aged 40 years and older. Provides that no individual shall be charged any co-payment, co-insurance, deductible, out-of-pocket fee, or other cost-sharing amount or required to enter into any cost-sharing agreement in order to access heart disease screenings. Provides that the State of Illinois shall be the payer of last resort and only cover any outstanding screening costs for eligible uninsured or underinsured individuals whose public or private insurance, including Medicaid or Medicare, does not cover the full cost of heart disease screenings. Provides that service providers of heart disease screenings for eligible uninsured or underinsured Illinois residents shall be reimbursed through a voucher program. Requires the Department of Healthcare and Family Services to perform certain functions to implement the Act, including, but not limited to: (i) establishing a confidential registry to track screening dates and prevent duplicate heart disease screenings outside the authorized frequency; and (ii) provide a mechanism for individuals and providers to verify screening eligibility. Requires health care providers to verify an individual's age, residency, date of last heart disease screening, and other matters prior to administering a screening and recording it in the individual's medical record. Contains provisions on Department rules. Provides that, subject to appropriation, the Department shall implement the voucher program by July 1, 2027. Adds conforming language to the State Employees Group Insurance Act, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Public Aid Code, and the Illinois Insurance Code. Effective immediately.

Creates the Residential Rental Property Registry Act and amends the Illinois Affordable Housing Act. Requires the State to establish the Residential Rental Registry to be maintained and monitored by the Illinois Housing Development Authority. Requires that each landlord of one or more dwelling units, including condominium and cooperative units, must register each dwelling unit by January 1 of each year with the Residential Rental Registry. Prohibits a person from allowing to be occupied or rented or charge, accept, or retain rent for any dwelling unit unless the landlord has registered the dwelling unit with the Residential Rental Registry. Provides that a landlord who has not paid the rental registry fee within the past 12 months for a particular dwelling unit may not increase the rent charged for the dwelling unit until the landlord pays, in full, the rental registry fee currently due for the dwelling unit. Requires all landlords of residential dwelling units to pay an annual registration fee in the amount of $100 per dwelling unit, excluding a local housing authority and an owner-occupied building of 6 or fewer units that pays a fee of $50 per dwelling unit. Authorizes the Illinois Housing Development Authority to administer the Act and adopt appropriate rules to implement the Act. Creates penalties for a landlord that provides false or misleading information to the Authority. Provides that registration fees and fines collected under the Residential Rental Property Act shall be deposited into the Illinois Affordable Housing Trust Fund for the purpose of providing rental assistance.

Creates the Local Government Digital Asset Investment Act. Sets forth the purpose of the Act. Provides that a public agency investing in Bitcoin-related exchange-traded funds, digital asset stocks, or Bitcoin bonds shall include a summary of the investments, including performance and allocation, in its annual financial report submitted to the Illinois Comptroller under the Governmental Account Audit Act. Amends the Public Funds Investment Act. Provides that a public agency may invest up to 5% of its public funds in (1) bitcoin-related exchange-traded funds listed on a national securities exchange registered with the U.S. Securities and Exchange Commission; (2) stocks of publicly traded companies listed on a national securities exchange that hold at least 25% of their total assets in Bitcoin or other digital currencies, as verified by the company's most recent audited financial statements; and (3) bitcoin bonds listed on a national securities exchange or approved by the U.S. Securities and Exchange Commission, issued by a government, corporation, or other entity, with principal or interest payments denominated in Bitcoin.

Amends the School Code. Provides that the State Board of Education, in cooperation with the Department of Revenue, shall conduct an education funding reform study, with a goal of adopting a system that controls costs while creating a more equitable funding system. Provides that the State Board of Education shall study the feasibility of creating a statewide shared funding system. Effective immediately.
